25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Bixia Zhou and her husband (helper), and explained the purpose of the inspection to them. The facility had 4 children including 2 infants & 2 licensee's minor children (8 years old & 10 years old) present. The facility is called THE LITTLE SEEDS CHILDCARE, and the operation hours are Monday to Friday from 8 AM to 5:30 PM. The licensee owns the 2 unit building with 2 different addresses. The licensee lives with her husband and 2 children (minors) in a 2 stories single-family unit including 2 bedrooms, 2 bathrooms, a kitchen, a living room, and a dining room on the upper level; the lower level includes a garage and a backyard. Per the licensee's request, she wants to add bedroom #2 (located end of the hallway) to the daycare areas. LPA inspected the room for health and safety hazards. The room was clean and in order. The licensee covered all the electrical outlets there. The windows have built-in childproof window locks in the room. The room also has a back door connecting to the stairway to the backyard. The licensee installed gates at both ends of the stairway (top & bottom). LPA approved and added the room to the daycare areas during the inspection. The daycare areas are the living room, dining room, bathroom #1 (between the stairway and living room), bedroom #2 (licensee's older child's room), and a backyard. The off-limit areas will be the entire lower level, garage, bedroom #1, kitchen, and bathroom #2. LPA inspected the facility for health and safety hazards. The daycare areas were clean and in order, the temperature and lighting were adequate, and the toxins and harmful objects were made inaccessible to the children. The licensee installed the gates at the entrances of the kitchen (from hallway & dining room), main stairway, hallway to the living room, and back door in bedroom #2 to avoid the children accessing the off-limit area. The facility had several cubbies for the children to store their personal belongings by the main stairway. The licensee installed the childproof knob to the door in the main daycare area to prevent children from accessing the off-limit areas. There were some age-appropriate toys, books, learning equipment, a play house, and children's furniture available indoors. The licensee installed soft cushioning to the floor in the living & dining rooms to prevent injury. The windows in the living & dining room had a built-in childproof knob to limit the windows to be opened up to 4 inches. The facility covered all the electrical outlets & sharp corners in the daycare areas. The licensee had a fully charged 2A10BC fire extinguisher, a working cellular phone, a working 2in1 smoke and carbon monoxide detector, and first aid supplies available in the daycare areas. The children's bathroom was clean and in order. The lower bathroom sink cabinet was latched and the drawers were free of harmful objects. Mats and cribs were used for napping. Boosters were used for feeding only, children had to be removed from the boosters after meals. The backyard was completely fenced. The licensee installed the rubber mats on the entire ground as soft cushioning to prevent injury. There were plenty of age-appropriate outdoor toys, slide & play structures, play house, and ride-on toys available for the children. (The outdoor play area is temporarily closed since the licensee needs to install the childproof cover to the concrete pier base of the outdoor stairway after the stairway was rebuilt in the backyard. As soon as the licensee submits the proof of correction to CCL and is reviewed by CCL for approval; the backyard will be reopened if the corrections meet the CCL's requirement - refer to a case management report dated 12/21/2023). The facility provides breakfast, AM/PM snacks, lunch & dinner to the children. The facility had no guns, weapons, or pets. Per the licensee, there were no children on special medication. The facility has conducted the fire drill quarterly and logged. LPA reviewed the children and staff files, 15 minutes nap check log and obtained a copy of the current children's roster during the inspection. The facility posted all required postings. The licensee and helpers had current CPR/First Aid training that expires on 12/2025 & 10/2025, and Child Abuse Mandated Reporter Training (AB1207) that will expire on 12/25 & 12/23.
