25 | Licensing Program Analyst (LPA) Mok conducted an unannounced case management inspection today. LPA met with the licensee, Bixia Zhou, and her husband (helper), and explained the purpose of the inspection to them. The facility had 4 children including 2 infants & 2 licensee's minor children (8 years old & 10 years old) present. The licensee applied for a Large Family Child Care Home License on 11/30/2023. The licensee rebuilt the outdoor stairway that is connected to bedroom #2 & a backyard. The licensee wants to include bedroom #2 in the daycare areas because the children can go to the backyard through bedroom #2 instead of the front gate that is next to the main entrance. The children do not need to go out of the building to get into the backyard from the front gate anymore. It is safe for the children. LPA inspected the facility and bedroom #2 for health and safety hazards. The bedroom #2 was clean and in order. The licensee covered all the electrical outlets there. The windows have built-in childproof window locks in the room. The room also has a back door connecting to the stairway to the backyard. The licensee installed gates at both ends of the stairway (top & bottom). LPA approved and added the bedroom #2 to the daycare areas during the inspection. The daycare areas are the living room, dining room, bathroom #1 (between the stairway and living room), bedroom #2 (licensee's older child's room), and a backyard. The off-limit areas will be the entire lower level, garage, bedroom #1, kitchen, and bathroom #2. The daycare areas were clean and in order, the temperature and lighting were adequate, and the toxins and harmful objects were made inaccessible to the children. The licensee installed the gates at the entrances of the kitchen (from hallway & dining room), main stairway, hallway to the living room, and back door in bedroom #2 to avoid the children accessing the off-limit area. The facility had several cubbies for the children to store their personal belongings by the main stairway. The licensee installed the childproof knob to the door in the main daycare area to prevent children from accessing the off-limit areas. There were some age-appropriate toys, books, learning equipment, a play house, and children's furniture available indoors. The licensee installed soft cushioning to the floor in the living & dining rooms to prevent injury. The windows in the living & dining room had a built-in childproof knob to limit the windows to be opened up to 4 inches. The facility covered all the electrical outlets & sharp corners in the daycare areas. The licensee had a fully charged 2A10BC fire extinguisher, a working cellular phone, a working 2in1 smoke and carbon monoxide detector, and first aid supplies available in the daycare areas. The children's bathroom was clean and in order. The lower bathroom sink cabinet was latched and the drawers were free of harmful objects. The backyard was completely fenced. The licensee installed the rubber mats on the entire ground as soft cushioning to prevent injury. There were plenty of age-appropriate outdoor toys, slide & play structures, play house, and ride-on toys available for the children.
The following items have to be completed for the approval:
- Fire clearance from the SF Fire Department
- The concrete pile bases underneath the outdoor stairway have to be covered by soft cushioning.
