On March 25, 2025, at approximately 2.20pm, Licensing Program Analysts (LPAs) Tso and Badger conducted an unannounced visit for delivery of the complaint investigation findings and met with the Director, (Jessica) Liu Yang. Present during the visit were the Director and 4 teachers, caring for 37 children during the children napping. Investigations Bureau (IB) Investigator, James Santos, conducted the investigation. During the course of the investigation, IB Investigator Santos conducted interviews with Cross Reporting Agencies, Guardian, and obtained Police records and other supportive information.

Based on the information obtained during the investigation, it was found that there was no sufficient evidence to prove that the allegation listed above, occurred. Although the allegation may have happened or is valid, there is no preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is UNSUBSTANTIATED.

Exit interview conducted and this report was reviewed with the Director, (Jessica) Liu Yang whose signature confirm have read the report. Report must be made available for public review upon request. A copy of this report and appeal rights have been discussed and left with the Director, (Jessica) Liu Yang. Notice of Site Visit shall remain posted for 30 days.
