Licensing Program Analyst (LPA) Mok conducted an announced Prelicensing Inspection today. LPA met with an applicant, Carolina Oliveira, her husband, David Batista, and applicant's friend, Marcella Souza who was an interpreter during the inspection. The applicant was a primary Portuguese speaker, but she speaks a little English as well. There was no children present during the inspection. The applicant applied for a Small Family Child Care Home license on 12/1/2022. The applicant rented and lived in a 3 stories Single Family house with her husband, and 3 other friends (2 males and 1 female). All adult residents had fingerprint clearance. The house had 2 bedrooms (#1 and #2) 2 bathrooms (#1 and #2) , a kitchen, a living room, a dining room, a family room and a backyard on the second level; 2 bedrooms (#3 and #4 master bedroom with an adjacent full bathroom - (Applicant's bedroom) on the 3rd level; a garage on the lower level. The daycare's entrance at the right side of the house. There was a gate with a doorbell. The children will enter the daycare from there to the main daycare area from the side door at the family room. The daycare areas will be a family room (Play room) and a bathroom #2. The off-limit areas will be the ktichen, a living room, a dining room, Bedroom #1 and bathroom #1 on the second level, entire 3rd level including bedroom #3 and #4 (master bedroom with an adjacent bathroom), a garage, and a backyard. LPA toured and inspected the house for health and safety hazards. The house was clean and in order. The temperature and lighting were adequate. All toxin and harmful objects were made inaccessible to the children. Gate were installed at the stairway to the 3rd level, garage and the hallway to the living room. Childproof knobs were installed to the door of bedroom #2 and bathroom #2. All sharp corners and electrical outlets were covered. There were plenty of the age-appropriate toys, books, learning material, and children's furniture that were in good condition and repair, There was a fully charged 2A10BC fire extinguisher, a working cellular phone, a working 2 in 1 smoke and carbon monoxide detector, and first aid supplies available in the house. The applicant installed carpet and soft cushioning to the entire daycare floor to prevent injury. Per applicant, there was no guns, weapons and pets in the house. Per applicant, she will provide Breakfast, AM/PM snacks, and lunch to the children. The children also may bring their own food up to the facility if necessary. Play pens and cots will be used for napping. The children's bathroom was clean and free of harmful objects in the lower bathroom sink cabinets and drawer. The applicant had a current CPR/First Aid Certificate, Mandated Reporter Training and current Lean Poisoning Prevention Training. LPA discussed baby bouncers, baby walkers, exersaucer, Nap Nanny, Napping Portable, and other similar items are not allowed in daycare areas with the applicant. LPA also discussed with the applicant about Immunization for staff during the inspection. LPA also discussed IMS with the applicant. A sample of the IMS was provided to the applicant during the inspection. Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA also discussed the children ratio for Family Child Care Home with the applicant. LPA provided a chart of the ratio to the applicant during the inspection.
Applicant, Licensee, or Facility representative] was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The following items must be completed before licensure:


  • Install a barricade at the pathway from the main daycare entrance to the backyard area.
  • put the colorful tape at the steps at the pathway alerting the pubic to watch out the steps.


LPA provided and explained a list of Records to be Maintain in the facility with the applicant to use for all children in care. This report will be kept in the facility file and shall be made available for public review upon request. Website for forms and regulations: www.ccld.ca.gov
