25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Carolina Oliveira, and the licensee's husband and explained the purpose of the inspection to them. All adult residents have fingerprint clearance. The licensee is a Portuguese bilingual. There were 4 children included 2 infants and 2 preschoolers present. The licensee said the total enrollment for the daycare was 4 children at this moment. The licensee rents and lives with her husband and 3 roommates in a 3 stories single-family house. The house has 2 bedrooms (#1 and #2), 2 bathrooms (#1 and #2), a kitchen, a living room, a dining room, a family room and a backyard on the second level; 2 bedrooms (#3 and #4 master bedroom with an adjacent full bathroom - (Applicant's bedroom) on the 3rd level; a garage on the lower level. The daycare's entrance is on the right side of the house. There was a gate with a doorbell; children entered the daycare from there to the main daycare area from the side door of the family room. The facility is called Carol's Daycare, and the operation hours are Monday to Friday from 7:30 AM to 5:00 PM. The daycare areas are a family room ( Main Playroom) and bathroom #2. The off-limit areas are the kitchen, a living room, a dining room, Bedroom #1 and bathroom #1 on the second level, the entire 3rd level including bedrooms #3 and #4 (master bedroom with an adjacent bathroom), a deck, a garage, and a backyard. LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate, and toxins and harmful objects were made inaccessible to the children. There were plenty of age-appropriate toys, books, learning materials and equipment, and children's furniture that were in good condition and repaired. The licensee installed soft cushioning on the entire floor in the main playroom to prevent injury. There was a fully charged 2A10BC fire extinguisher, at least one working 2in1 carbon monoxide and smoke detector, a working cellular phone, and first aid supplies available in the house. The licensee installed gates at the stairway to the lower and upper levels and the hallway entrance to the living room. The licensee also installed childproof knobs in the bedroom, bathroom, and main entrance doors to prevent children from accessing the off-limit areas. Playpens and cots were available for napping. A diaper-changing table was available in the daycare area. The children's bathroom was clean and free of harmful objects. The lower bathroom sink cabinet and drawer were free of harmful objects. The facility provides breakfast, AM/PM snacks, and lunch to the children daily. The parents bring milk or formula to the facility for their infants if necessary. The facility had no guns, weapons, or pets. Per the licensee, there were no children on special medication. The facility conducts a fire drill every 6 months and logged. LPA reviewed the children files and 15-minute nap check logs and obtained a copy of the current children's roster during the inspection. The licensee and her husband had current CPR/First Aid training and Child Abuse Mandated Reporter Training that will expire on 8/2024 & 11/2024.
