25 | Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Jocelyn Lainez-Robles, and her mother who is her daycare helper. LPA explained the purpose of the inspection to them. There were 2 children including an infant present during the inspection. The facility is located on the ground level, next to the play structure area. The parents have to go through 2 gates to the facility. The facility uses the entrance to the courtyard as the main daycare entrance. The parents have to use the intercom at the main entrance to get permission accessing to the building. The facility is called "Small Blessings Daycare" and the operation hours are Monday to Friday from 6 AM to 6 PM. The licensee rents and lives with her mother and her brother in the 3-bedroom, 2-bathroom apartment. The apartment has 3 bedrooms, 2 bathrooms, a living room, and an open kitchen with an adjacent dining area. All adult residents have fingerprint clearance. The daycare areas are the living room, an open kitchen with an adjacent dining area, and bathroom #1 (next to the kitchen). The off-limit areas are all bedrooms and bathroom #2 which is in the back of the apartment. LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate, and toxins and harmful objects were made inaccessible from the children. There were plenty of age-appropriate toys, books, fake kitchens, learning materials and equipment, and children's furniture that were in good condition and repaired. There was a working 2in1 smoke and carbon monoxide detector, a fully charged 2A10BC fire extinguisher, a working cellular phone, and first aid supplies available in the daycare areas. The licensee installed the children-proof door knobs to the bedrooms and bathrooms doors to prevent children from accessing the off-limit areas. The licensee installed child-proof knobs to the stoves and the lower kitchen cabinets and drawers. Some of the kitchen drawers had no harmful items. The licensee covered all the electrical outlets and sharp corners. There was a booster available for feeding only. Mats and a playpen were available for napping. A diaper-changing pad was available in the daycare area. The facility provides breakfast, lunch, and PM snacks to the children. Children may bring their food to the facility if necessary. Per the licensee, she has no guns or weapons in the apartment, but she has a dog that is immunized. The facility conducts the fire drill at least 2 times a year and logs. The licensee and a helper had current CPR/First Aid training and Child Abuse Mandated Reporter Training for review during the inspection. The licensee takes the children to the playground in the courtyard which is completely fenced for outdoor playtime daily. Per the licensee, there were no children on special medication. LPA reviewed the children's films, and 15-minute nap check log and obtained a copy of the current children's roster during the inspection.
