13 | Licensing Program Analyst (LPA) Yee conducted a visit regarding the above allegations. The purpose of the visit was explained. Present during the inspection were the licensee, Zhi Jian Lu, helper and 9 children.
During the course of the investigation, LPA interviewed the Reporting Party (RP) and obtained a photo related to the allegation. Today LPA reviewed sleep logs and four infants files. Sleep logs were incomplete. Based on the information gathered, it was determined that the licensee was not following safe sleep requirements, and an infant bouncer was used for an infant while the infant was napping.
LPA’s determination is based on the photo obtained, interviews conducted, and files reviewes made during the on-site inspection. Therefore, the allegation is determined to be SUBSTANTIATED. The preponderance of evidence standard has been met.
