Licensing Program Analyst (LPA) Mok conducted an announced Prelicensing Inspection. LPA met with the licensees, Davaa Enkhtur, and Otgonmaa Buyandelger. There was a day care infant from one family during the inspection. The applicants applied the Small Family Child Care Home license on 2/22/23. The applicants rented and lived with their minor child in an apartment with 5 bedrooms, 2 and a half bath, a living room, kitchen, and a dining room. The apartment was on the top of a restaurant in the same building with different address number. The people from the restaurant cannot access to the apartment from the fire exist.because the door was locked. The facility will be called " SIMPLY ADORABLE DAYCARE" and the operation hours will be Monday to Friday from 8 AM to 5:30 PM The daycare areas will be the front portion fo the apartment including #1 & #2 bedrooms (Play room & nap room) and a full bathroom. The off-limit area will be a half bathroom in the front portion, entire back portion of the apartment including a living room, a dining room,, a kitchen, Bedroom #4, bedroom #5 with an adjacent bathroom, and a deck that was contacted to bedroom #5. LPA toured and inspected the apartment for health and safety hazards. The apartment was clean and in-order. The temperature and lighting were adequate. All toxins and harmful objects were made inaccessible to the children. There were plenty of the age-appropriate toys, books, learning materials, and children's furniture that were in good condition and repaired. There were a fully charged 2A10BC fire extinguisher, working 2 in 1 smoke and carbon monoxide detector, working cellular phone, and first aid supplies available in the apartment. All sharp corners and electrical outlets were covered. The applicants installed the soft cushioning to the entire floor in the daycare areas to prevent injury. The applicants installed gates at the stairway, entrance to the bedroom #1 &#2 and a living room entrance to prevent children accessing to the off-limit area. The applicants also had a cubbies for the children to store their belonging and blocked the railing by the stairway to avoid children falling out from there. The children's bathroom was clean. The applicants latched the lower bathroom sink cabinet. The applicants barricaded the windows in the Bedroom #1 and #2. The applicants kept the doors of Bedroom #1 and #2 open with the hooks to avoid a jammed finger in doors & hinges. There was a diaper changing tables available. The applicants also had couple boosters for feeding only. The children have to be removed from the boosters after they finish the meals. Cribs and play pens were available for napping. Per applicants, they had no guns, weapons, and pets in the apartment. The facility will provide Breakfast, AM/PM snacks and lunch to the children. The applicants had a current CPR/First Aid Certificate, Current Mandated Reporter Training and current Lean Poisoning Prevention Training. LPA discussed baby bouncers, baby walkers, exersaucer, Nap Nanny, Napping Portable, and other similar items are not allowed in daycare areas with the applicant. LPA also discussed with the applicant about Immunization for staff during the inspection. LPA also discussed IMS with the applicant. A sample of the IMS was provided to the applicant during the inspection. Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA also discussed the children ratio for Family Child Care Home with the applicant.
