13 | On January 3, 2024., Licensing Program Analyst (LPA) Van conducted an unannounced inspection to finalize this complaint and deliver the findings to the Licensee. LPA met with the Licensee, Violetta Levina. Co-licensee Iana Nikolskaia was not present. The purpose of the inspection was explained, and entry to the home was granted. The Licensee and a helper supervised 5 children (four infants and one preschooler). The Licensee complied with her licensee capacity and limitations.
As part of the investigation, LPA interviewed parents of children attending the childcare home and staff members and reviewed all pertinent documents. The licensee kept records of the children's schedules and sign-in/out sheets, which indicated that they were always in compliance with regulations. Additionally, the records showed that the licensee had the maximum number of four infants as required by their license. The information provided by parents also supported the licensee's records.
The Department has investigated the above allegations. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur. Therefore, the allegation is Unsubstantiated.
An exit inspection was conducted with the Licensee. A copy of the report was provided to the Licensee at the conclusion of the inspection. LPA informed the Licensee that the site visit notice must be posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
