25 | On February 26, 2025 at approximately 1:30pm, Licensing Program Analyst (LPA) Ly conducted an Unannounced Annual Visit to this family child care home and met with Licensee Olena Masalitina. Purpose of visit was explained. Present during the visit was Licensee caring for 4 infant age children and 2 preschool age children. All required posting documents are posted and visible by the entrance of the day care. Day care Operating days and hours are Monday-Friday 8am-5pm. Facility provides breakfast, lunch and afternoon snack or early dinner.
Upon arrival, LPA observed Licensee violated the staffing and capacity limit. There were 1 preschool age child and 2 infant age children in the living room. There were 1 preschool age child and 2 infant age children in the nap room. Licensee stated her Assistant left for an appointment during her break. Licensee was by herself caring for 4 infant age children and 2 preschool age children. Per Staffing and Ratio Regulation, if no Assistant is present at the Large Family Child Care Home, then the licensee shall comply with capacity requirements for a Small Family Child Care Home which Licensee can only care for 4 infants Or Six children, no more than 3 of whom may be infant. Licensee caring for 4 infant age children and 2 preschool age children alone poses a potential health and safety risk to children in care. Type B violation has been issued on this day in accordance to with the California Code of Regulations, Title 22, see LIC 809D. At around 2:00pm, a preschool age child was picked up. At approximately 2:30pm, an Assistant arrived at facility.
Day Care Areas: Living room, dining room, master bedroom, kitchen, hallway bathroom and storage room (licensee used this room as diaper changing room), and the backyard . Off-limits Areas is licensee bedroom. Licensee pediatric CPR/First Aid is valid until 06/2025. Licensee's Child Abuse Mandated Reporter Training Certificate is on file and is valid until 06/2025.
During today's visit, LPA reviewed children's files. All children's files have emergency contact information, required licensing forms and immunization record. Infants under the age of 24 months also have nap log on file.
