Licensing Program Analyst (LPA) Mok conducted an announced prelicensing inspection today. LPA met with the applicant, Le Chen, and her male friend who helped her fix the backyard. There were no children present. The applicant applied for a Family Child Care Home License on 5/17/2023. The applicant owns 2 level single that has 3 bedrooms, 3 bathrooms, a kitchen with an adjacent dining area, a living room on the upper level; an in-law that had a bedroom & a bathroom on the lower level, and a backyard. Per the applicant, she had a tenant living in the in-law now. The applicant lives with her daughter in the house. The daycare areas are the living room, Bedroom #1 (that is next to the living) a hallway bathroom, and a backyard. The off-limit areas are 2 bedrooms with adjacent bathrooms, a kitchen, an in-law and a garage.. LPA inspected the facility for health and safety hazards. The applicant had plenty of age-appropriate toys, books, learning material & equipment, and children's furniture available for children. The licensee installed soft cushioning on the entire daycare floor to protect the children. A retractable gate was installed at the living room entrance. The applicant installed child-proof knobs to the doors of the storage to prevent children's access to the off-limit areas. There was a fully charged 2A10BC fire extinguisher and working smoke and carbon monoxide detectors and first aid supplies. All electrical outlets were covered. The fireplace was blocked by shelves. Cribs were available for napping; the cribs were purchased from China ,so it may not meet the US regulations for young infants use. Therefore, the cribs will be used for older children as a regular beds. The applicant will use Play pen as a napping equipment for young infants. The children's bathroom was clean. The lower bathroom cabinet and drawers were free of dangerous items. High chairs were available for feeding only. The children have to be removed from the chairs after meals. The outdoor play yard was completely fenced. The applicant installed fake grass on the entire ground as the soft cushioning. There were a slide structure, water table, and ride-on toys available for children. The applicant had a current CPR/First Aid Certificate & Current Mandated Reporter Training and current Lean Poisoning Prevention Training. LPA discussed baby bouncers, baby walkers, exersaucer, Nap Nanny, Napping Portable, and other similar items that are not allowed in daycare areas with the applicant. LPA also discussed IMS with the applicant. A sample of the IMS was provided to the applicant during the inspection. Incidental Medical Services (IMS) policy was discussed. For IMS information, see Evaluator Manual - regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with the applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA also discussed the children ratio for Family Child Care Home with the applicant. LPA provided a chart of the ratio to the applicant during the inspection.

The following items have to be completed before licensure:
  • fingerprint clearance for a tenant who lives in the in-law
  • TB test for a tenant.

This report was discussed and explained to the applicant. A list of Records to be maintained in the facility was explained and left with the applicant to use for all children in care. Mandatory Posting Requirements: License, Emergency Disaster Plan, Notification of Parent's Rights Poster, Notice of Site visit, and Any licensing report indicating Type A must remain posted for 30 days during the hours of operation.
