Licensing Program Analyst (LPA) Mok conducted an announced Prelicensing Inspection today. LPA met with the applicant, Andrea Solis Sazo. There were no children present. The applicant applied for a Small Family Child Home License on 6/27/2023. The applicant rents this 2-story single-family house and lives with her husband, a cousin, a roommate, and 2 minors. The house has 3 bedrooms, 2 baths, an open kitchen, a living room, and a deck on the upper level; on the lower level, it has a garage, an in-law with 1 bedroom & a bath, and a backyard. LPA inspected the house for health and safety hazards. The house was clean and in order. Temperature and lighting were adequate. All toxins and harmful objects were either locked or made inaccessible to children. The daycare areas will be a living room & a hallway bathroom on the upper level. The off-limit areas will be the entire lower level, a garage, a backyard, and all Bedrooms & a deck on the upper level. There were plenty of age-appropriate toys, books, & learning materials available in the daycare area. There was a fully charged 2A10BC fire extinguisher, working telephone, working smoke and carbon monoxide detectors, and first aid supplies available. All electrical outlets and sharp corners were covered. Childproof knobs were used at the bedroom & Storage doors to prevent children's access to the off-limit areas. All lower kitchen cabinets were latched. The applicant installed gates at the stairway and kitchen entrance to prevent children from accessing the off-limit areas. Playpen and cots were available for napping. Boosters were available for feeding only, children must be removed from them after a meal. Per the applicant, there were no guns, weapons, or pets at home. Per the applicant, the facility will provide breakfast, AM/PM snacks, and lunch to daycare children. Applicant had current CPR/First Aid training. LPA discussed with the applicant that baby bouncers, baby walkers, exersaucers, Nap Nannies, nap portable, and other similar items are not allowed in daycare areas. [Applicant, Licensee, or Facility representative] was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, before initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with [applicant, licensee, or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information, see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to the publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm. The applicant's landlord did not sign LIC 9149 - Property Owner/Landlord Consent, so CCL will issue a license for up to 6 children only. Also, CCL will issue a Provisional license until the applicant provides a copy of a valid California picture ID with the current address, a regular license will be issued when it's met.

The following items must be completed before licensure:
  • window lock must be installed on a window in the living room.

This report was discussed and explained to the applicant. A list of Records to be maintained in the facility was explained and left with the applicant to use for all children in care. Mandatory Posting Requirements: License, Emergency Disaster Plan, Notification of Parent's Rights Poster, Notice of Site visit, and Any licensing report indicating Type A must remain posted for 30 days during the hours of operation.
