On February 18, 2026, at approximately 9:30 AM, Licensing Program Analyst (LPA) Katie Krenn arrived at the child care center unannounced to close the complaint investigation into the above allegations. LPA met with the Site Supervisor, Janneth Gabriel Novoa (S1). Present upon arrival, LPA found S1, a teacher, and three aides supervising twenty-six children, organized by age into three groups.

During the course of the investigation, LPA conducted interviews, observations, and pertinent documentation provided by parties involved. Based on the information gathered, the preponderance of evidence standard has been met, therefore the above allegations is found SUBSTANTIATED.

A printed copy of the report, as well as a printed copy of the appeal rights, were provided to the Site Supervisor, Janneth Gabriel Novoa at the conclusion of the inspection. Notice of site visit was posted and must remain posted for 30 days for public review.

LPA met with the Site Supervisor, Janneth Gabriel Novoa (S1). Present upon arrival, LPA found S1, a teacher, and three aides supervising twenty-six children, organized by age into three groups.

During the course of the investigation, LPA conducted interviews, observations, and reviewed pertinent documentation provided by parties involved. Although the above allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

An exit interview was conducted with the Site Supervisor, Janneth Gabriel Novoa. A printed copy of the report and notice of site visit were provided at the conclusion of the inspection. Notice of site visit was posted and must remain posted for 30 days for public review.

(1) A ratio of one fully qualified teacher (as specified in Section 101216.1(c)) and one aide for every 18 children in attendance in a preschool program is allowed when the aide meets the qualifications specified in Section 101216.2(d).

This requirement is not met as by:

Based on interviews, observations, and review of pertinent documentation. LPA determined that children have been left in the care of an aide without the supervision of a teacher, which poses a potential health, safety or personal rights risk to persons in care. this violates the personal rights of children in care.

The facility has combined the classes into two groups of children, realocating staff so there is a teacher with each group and a qualified aide to support a fully qualifed teacher for groups of up to 18 children.
Failure to correct the cited deficiency(ies), on or before the Plan of Correction (POC) due date, may result in a civil penalty assessment.
