25 | On November 20, 2024, Licensing Program Analyst (LPA) Van met with the Licensee, MiaoXin Chen, for an unannounced inspection of the Plan of Correction (POC). The purpose of the inspection was explained, and the Licensee granted LPA entry to the home. Upon entering the home, LPA observed the children napping; nine children were in care with the Licensee and a helper today (four infants and five preschoolers).
A Type A citation was issued during the November 12, 2024, annual inspection. The Licensee’s helper cared for nine children alone while the licensee was not home. As stated in section 102416.5(e). If no assistant provider is present at a Large Family Childcare Home, then the facility shall comply with the capacity requirements for a Small Family Childcare Home.
During today's inspection, LPA inspected the home and confirmed that the licensee was in compliance with her licensed capacity and limitations. LPA observed nine children being supervised by both the licensee and her helper, which is within the permitted limits. Furthermore, the licensee submitted a written plan outlining protocols designed to prevent a similar incident from recurrence. As a result, the Type A deficiency cited on November 12, 2024, has been cleared as of today.
No deficiencies were observed in today's inspection.
A notice of site visit was given and must remain posted for 30 days.
An exit interview was conducted, and the report was reviewed with the licensee, MiaoXin Chen. Her helper translated and read it to the licensee.
