On November 5, 2024 at approximately 9:00am, Licensing Program Analyst (LPA) Catrina Quimbo, conducted a scheduled pre-licensing visit. LPA met with applicant, Parneet Sandhu, and explained the purpose of the visit.

Application was received November 9, 2023. Facility has been under construction. As of this date, fire clearance has not yet been obtained. The applicant is requesting for a combination preschool program with a toddler option component and an infant program.

For the preschool program with a toddler option component, the applicant is requesting for 61 children: 44 preschool age (2 years to 6 years old) and 17 toddler option children (18 months to 36 months). For the infant program, the applicant is requesting for 21 infants (birth to 24 months).

The facility will operate Monday through Friday 8:00am to 5:30pm. Applicant plans for children to be signed into and out of facility with authorized representatives' electronic signatures through an electronic application. The designated director for the facility will be Parneet Sandhu. The facility was inspected indoors and outdoors, for health and safety hazards, and measured to calculate capacity.

The facility is a multi-level facility that operates on three levels (ground level, main level and upper level). The infant program will operate on the main level of the facility in two classrooms. Facility also includes a lobby area, office and staff lounge/kitchen.

Indoors: The infant program will operate in two classrooms: younger infants (birth to 12 months) and older infants (12 months to 24 months). The younger infant classroom was measured for 220.3 sq. ft. allowing for a capacity of 6 infants. The older infant classroom was measured for 437.7 sq. ft. allowing for a capacity of 12 infants. The total infant square footage was measured for 688 sq. ft. allowing for a capacity of 18 infants.

LPA observed classrooms to be well ventilated with appropriate temperature. Classrooms are equipped with furniture, toys and materials that are in good condition and age appropriate. There are carpets in classrooms that were observed to be clean and free of stains. LPA observed classrooms to include areas for dramatic play, motor development with manipulatives, and a quiet reading area. Electrical outlets were observed to be made inaccessible with child safety covers. There is sufficient storage space (cubbies) for children's personal belongings that will be located in each classroom. LPA observed each classroom to have an adult sink and children's sinks. Classrooms also include refrigerators.

There are 3 additional spaces on the ground level of the facility that will be used by all programs: Climbing Room, Playroom and Activity Area. The Climbing Room was measured for 363.2 sq. ft. allowing for a capacity of 10 children. The Playroom was measured for 251.7 sq. ft. allowing for a capacity of 7 children. The Activity Area was measured for 865.02 sq. ft. allowing for a capacity of 24 children. Due to the spaces being multi-purpose spaces, the square footage does not count towards overall capacity.

Applicant plans to store poisons, cleaning supplies and hazardous materials in classrooms' high shelves and/or behind child safety locked cabinets. LPA observed cabinets in classrooms to have child safety locks installed. Applicant plans to store children's medications and required documentation in each designated classroom. Medication that requires refrigeration will be stored in classrooms' refrigerators.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. LPA observed facility to be equipped with multiple fully charged fire extinguishers, fire sprinklers, and fire alarm system. LPA observed each classroom to have a working carbon monoxide detector that was tested during today's visit.

Program plans to provide younger infants with cribs for napping and older infants with cots for napping. Younger infants that sleep in cribs will have sheets provided by the infants' family that will be sent home weekly or as needed. Older infants sleeping on cots will have sheets that will be provided by program and will be laundered on site weekly, or as needed. Blankets will be provided by children's families that will be sent home weekly.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at:https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/
safe-sleep, as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant plans for isolation area to be in the office that is equipped with a separate cot. Program's discipline policy was discussed. Applicant plans to use positive guidance and communication with children's families. Applicant stated they are aware there can be no corporal punishment.

There is a restroom that is located in the older infant classroom. LPA observed restroom to be in working condition. LPA also observed garbage bins to have tight fitting lids. In the younger infant classroom there is 1 accessible sink. In the older infant classroom there is 2 accessible sinks and 2 toilets. Total allowable capacity for toilets is 30 children. Total allowable capacity for sinks is 45 children. There are diaper changing tables in the infants' classrooms. LPA observed diaper changing tables to be within arm's reach to an adult sink.

Sinks accessible to children do not provide water that is warmer than 120 degrees Fahrenheit. A food service will be provided that includes morning and afternoon snack only. Food will be prepared in staff kitchen that will be off limits to children. Applicant was reminded poisons and cleaning solutions shall be stored separate from where food will be stored. Drinking water will be made available by children's individual water bottles that can be refilled on site through the adult sinks in each classroom. LPA reminded applicant children's food items and water bottles brought from home must be labeled with their individual names.

Outdoor: There is one outdoor area that will be shared with the entire program. LPA observed outdoor area is entirely fenced and enclosed. There is natural shade from surrounding buildings. Total outdoor area was measured for 1,841.2 sq. ft. allowing for a capacity of 24 children. Flooring in outdoor area includes resilient padding. There is a sandbox that will be covered daily. LPA observed outdoor area to include a play structure for infants that was observed to be in good condition. LPA did not observe any bodies of water on site. Applicant is aware children must always be supervised going to and from the outdoor area. There are stairs in the outdoor area that applicant plans to make inaccessible.

The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Applicant was reminded all child care centers operating in a building constructed before 2010 must test their water for lead contamination. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA reminded applicant emergency disaster drills must be documented when conducted. LPA reviewed with applicant, the LIC311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education
website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-carelicensing/ subscribe and select the Child Care option to receive email communication.

Applicant was reminded infant enrolled children, preschool enrolled children and toddler option enrolled children must be kept physically separate and cannot co-mingle.

Based on indoor square footage, maximum number infant program can be licensed for is 18 children.

Prior to recommended licensure, following must be completed:
-Fire clearance
-Sound alarm on infant doors.
-Submission of outdoor rotation waiver.
-LPA's review and approval of entire application and any pending documents requested.
