On June 20, 2024 at approximately 10:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted a follow-up pre-licensing visit to The Learning Bridge Preschool. LPA met with applicant, Queenie Lee, and explained the purpose of the visit. Also present during visit included current licensee, Jane Cole.

This is a change of ownership application. Facility is currently licensed and operating under facility 384000353. Present during visit included 6 staff and 23 children. Applicant requested for a preschool program for a capacity of 26 children (2 years to entry into first grade). Fire clearance for 26 preschool children was received April 2, 2024.

LPA conducted an initial pre-licensing inspection February 27, 2024. During initial pre-licensing visit, LPA had measured total indoor square footage for 759.89 sq. ft. allowing for a capacity of 21 children in 4 classrooms. LPA had measured total outdoor square footage for 1,639.63 sq. ft. allowing for a capacity of 21 children.

Applicant updated lobby area to be a classroom for children. Applicant also added outdoor space in the front and back of the facility. LPA inspected and measured newly added classroom and outdoor space during today's follow-up pre-licensing visit.

Indoors: Lobby space has been converted to a classroom (Classroom #5). LPA observed classroom to include toys and materials that were in good condition. There is furniture that is age appropriate. Classroom #5 was measured for 160.6 sq. ft. allowing for a capacity of 4 children. With square footage from classroom #5 added to indoor square footage of 759.89 sq. ft., the total indoor square footage equals 920.49 sq. ft. allowing for a total capacity of 26 children.

Main entrance to facility will be through classroom #4 (door through front outdoor area that is fenced). LPA reminded applicant classroom #5 will be a classroom only and not a lobby area for families.

Outdoors: There is additional outdoor space in the outdoor area that was previously made off limits to children (located behind facility). Newly added space in outdoor area includes a variety of toys and equipment that are in good condition. There is a quiet space in newly added outdoor area that children have access to. There is also additional outdoor space located directly in front of facility. Both newly added outdoor spaces are entirely enclosed and fenced with an at least 4 ft. high fence. Newly added outdoor space equals 526.1 sq. ft. With square footage from new outdoor space added to outdoor space of 1,639.63 sq. ft., the total outdoor square footage equals 2,165.73 sq. ft. allowing for a capacity of 28 children. LPA reminded applicant children must always be supervised going to and from the outdoor area. LPA did not observe any pools, spas or bodies of water on site.

During visit, LPA obtained a copy of program's Incidental Medical Services (IMS) plan.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Based on indoor square footage, maximum number program can be licensed for is 26 preschool children.

LPA will approve for license when following is complete:
-Finalization of business ownership change between applicant and current licensee.
-Director packet submitted and approved for Evelyn Ruiz-Zink.
-Submission and approval of updated Personnel Policies.
-Submission and approval of updated Parent Handbook.
-Submission and approval of In service training for staff.
-Submission and approval of Admission Agreement.

A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
