On August 13, 2024 at approximately 8:45am, Licensing Program Analysts (LPAs) Catrina Quimbo and Diana Alvarado, conducted a pre-licensing visit to Helen Hawk Children's Center-Compass Family Services. LPAs met with applicant/director, Elizabeth Perla, and explained the purpose of the visit.

Facility is a multi-component licensed program with a preschool component (facility # 380506508), school age component (facility # 380506510) and an infant component (facility # 380506509). Director requested to add a toddler option component to licensed infant component.

Director requested for 1 infant (birth to 17 months) with 7 toddler option children (18 months to 36 months). Fire clearance was received July 24, 2024. LPAs inspected facility for health and safety hazards and measured space to calculate capacity.

LPAs reminded director children from different components cannot co-mingle and must be kept physically separate. Director was also reminded toddler option children must have written permission/consent from their authorized representatives to participate in toddler option component.

Indoors: There is one large classroom that is divided into three separate sections: preschool area, infant area and toddler option area. The infant area was measured for 126.4 sq. ft. allowing for a capacity of 3 infants. The toddler area was measured for 214 sq. ft. allowing for a capacity of 6 toddler option. The total indoor square footage (of infant and toddler option areas) equals 340.4 sq. ft. allowing for a capacity of 9 children.

The toddler and infant areas were observed to be well ventilated with appropriate temperature. Flooring in infant area include soft cushioning that was in good condition. Toddler option area is equipped with a variety of toys, materials and furniture that are in good condition. Garbage bins in facility were observed to have tight fitting lids.

Facility includes a fire extinguisher, multiple first aid kits and multiple smoke and carbon monoxide detectors. There is sufficient storage for children's belongings located inside the facility, that is labeled with children's individual names. LPAs observed poisons and cleaning solutions to be made inaccessible, in classroom's high shelves. LPAs observed electrical outlets in facility to be made inaccessible with child safety covers.

Medications with children's individual names is stored in the facility, in a locked box. This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Director plans for young infants to sleep in a crib while toddler option children will sleep on cots. LPAs observed cots to be stored appropriately. LPAs observed children's sheets to be stored in children's individual storage containers, labeled with their names.

There is a diaper room that includes a diaper changing table that is within arm's reach to a sink. Garbage bin in diaper room was observed to have a tight fitting lid. There is a one children's restroom in the facility that includes 2 toilets. There are 3 accessible sinks in the classroom. Total allowable capacity for toilets is 30 children. Total allowable capacity for sinks is 45 children.

Program currently provides a food service through a third party vendor. Menu was observed to be posted. Drinking water is made available to children through a filtered water station.

The requirement for Lead Water Testing was discussed (H&S Code 1597.16). LPA advised applicant to review PIN 21-21-CCP.

Director was reminded emergency disaster drills are to be conducted monthly and documented. Program signs children into and out of program by children's authorized representatives' written signatures.

Outdoors: LPAs did not measure outdoor area during visit. The facility includes one outdoor area that is shared among the different components. LPAs observed an outdoor waiver rotation to be posted in facility. Per waiver, outdoor area measures for 13 children only. LPAs reminded director children from different components cannot co-mingle in the outdoor area.

LPA reviewed with director, the LIC311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

Director was informed of the MyChildCarePlan.org site, a consumer education
website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with director, and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

During visit, LPAs received updated LIC200A with a with a wet signature and LIC308 with a wet signature.

Based on fire clearance, maximum capacity infant component with toddler option component can be licensed for is 8 children total: 2 infants (birth to 17 months) and 6 toddler option (18 months to 36 months).

LPAs will approve the toddler option component, effective today's date.
