On April 4, 2024 at approximately 8:40am, Licensing Program Analysts (LPAs) Catrina Quimbo and Jamel Maiwandi, conducted a pre-licensing inspection to Building Kidz of SF-Pacific Heights. LPAs met with applicant, Eman Isbeh, and explained the purpose of the visit.

Program is currently a licensed preschool program for a capacity of 36 preschool children. Applicant requested to add an infant component to facility. Present during visit included 24 preschool children and 4 teaching staff. All staff present have fingerprint clearance on file.

Application was received on February 15, 2024. Applicant is requesting an infant component (11 months to 24 months) for 5 infants in back classroom (classroom #2). Fire clearance has not been obtained as of this date.

The facility will operate Monday through Friday 7:30am to 6:00pm. Preschool program operates in front classroom (classroom #1) and back classroom (classroom #2). Infant component will operate in portion of back classroom (classroom #2). Second portion of back classroom will remain preschool area. Licensee plans to install an at least 4 ft. wall barrier in classroom #2, separating infant component and preschool component. LPAs discussed with applicant measurements during today's visit are preliminary measurements due to wall barrier not being installed.

Applicants plan for children to be signed in and out of facility with authorized representatives' electronic signatures through "Building Kidz Connect" application. The designated director is Hailey House. The facility was inspected indoors and outdoors, for health and safety hazards, and measured to calculate capacity.

Indoors: Infant program will operate in classroom #2. Infant side was measured for 198.7 sq. ft. allowing for a capacity of 5 infants. Preschool side was measured for 363.88 sq. ft. allowing for a capacity of 10 children. LPA reminded applicant infant children and preschool children must be kept physically separate.

LPAs observed classroom to be well ventilated with appropriate temperature. Classroom is equipped with furniture that is age appropriate and in good condition. Flooring in classrooms were observed to be clean. Sufficient storage space for children's personal belongings are located inside the classrooms.

LPAs did not observe any accessible poisons or hazards in classroom. Facility is equipped with fire sprinklers, fire alarm system and dual smoke/carbon monoxide detectors. Medications with children’s individual names and required documentation will be stored in facility office, inaccessible to children.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see PIN 22-02-CCP. A Plan of Operation that includes IMS must be submitted to the Department. Program plans to provide napping infants with mats. There is an emergency crib on site if needed. Infants sleeping on mats will utilize sheets and blankets that will be provided by children's families. Per applicant, blankets will be sent home weekly or as needed. Mats will be sanitized weekly or as needed. LPA reminded applicant an infant sleeping in a crib must sleep in a crib free of loose articles, objects and materials.

Applicant plans for isolation area to be in director's office. Program's discipline policy was discussed. Applicant plans for infants to have additional support from teaching staff.

Facility is equipped with 3 sinks and 3 toilets. Total allowable capacity for toilets is 45 children. Total allowable capacity for sinks is 45 children. LPAs observed sinks and toilets to be in proper working condition. There is a diaper changing table in classroom #2 that is within arm's reach to a sink. Sinks children have access to do not provide water that is warmer than 120 degrees Fahrenheit.

Program plans to provide a food service that includes a morning snack, lunch and afternoon snack for infants who are capable of eating solid food. Food will be prepared in facility's kitchen. Per applicant, program will not provide baby formula.

Outdoor: LPAs did not measure outdoor area during today's visit. Outdoor are was previously measured for 768. 90 sq. ft. allowing for a capacity of 10 children. Outdoor waiver was previously granted for facility. LPAs observed outdoor area is entirely fenced and enclosed. Flooring in outdoor area includes artificial turf. There is sufficient outdoor toys and materials in good working condition. There is a tent that provides sufficient shade.

LPA reviewed with applicant, the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

LPA reminded applicant to conduct and document emergency disaster drills at least once every six months. The requirement for Lead Water Testing was discussed (H&S Code 1597.16). Applicant was reminded a facility licensed after July 1, 2022, must have their water fixtures tested for lead 180 days after licensure and every 5 years thereafter. LPA advised applicant to review PIN 21-21-CCP.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

Applicant was informed of the MyChildCarePlan.org site, a consumer education
website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA discussed the safe sleep regulations with applicant and
discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. Based on square footage, maximum number infant program can be licensed for is 5 infants. LPA will approve for 5 infants and 10 preschool children in classroom #2 when following is completed:
-Installation of wall partition.
-Fire clearance.
-Follow-up visit from LPA.
-Submission of LIC184C documents.
-LPA's approval of LIC184C re-submitted documents.
