The facility provides food service, including a morning snack, lunch, and an afternoon snack. Snacks are prepared on-site, and lunch is prepared off-site. Menus were posted on the bulletin board and available for review. Reusable dishes, plates, and utensils are washed after each use. Breastmilk and formula are prepared on-site, kept refrigerated, labeled with the child’s name, and provided by the parents. For older children, parents provide their water bottles and milk bottles, which are rinsed after each use and given to parents during pickup for full cleaning. For younger children, parents provide milk bottles, and the facility returns them to parents at the end of the day for full cleaning.
The older children nap on mats, and the younger children nap in cribs. Additional mats were observed in the storage closet. Parents provide blankets and sheets for their children, which are laundered weekly. The cribs were free of loose items, and the fitted sheets were tightly-fitted. Sleep logs are maintained for infants, documenting 15-minute visual checks during nap time.
The facility does not have an outdoor play area for the children. The facility currently has an outdoor waiver, allowing them to use a location outside the facility.
Required licensing documents were posted and available for review. Emergency disaster drills are conducted and documented, with the most recent drill on November 7, 2025. Children are signed in and out manually on paper. Signatures confirming sign-in were observed for 14 of the 15 children. The facility was reminded that each parent must sign their child in upon arrival, resulting in a technical violation.
LPA reviewed 5 randomly selected children’s records and 5 staff files. Children’s records were complete and included emergency contact information. Four staff files were also complete and contained documentation of required immunizations. Two staff files contained educational transcripts, indicating they are qualified infant teachers. The director holds a current Pediatric CPR/First Aid certification. The department requires that at least one staff member be certified in Pediatric CPR/First Aid.
One staff member did not have their measles and pertussis records in their file. LPA reminded the facility that these records must be maintained in staff files, resulting in a technical violation.
Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
