On October 23, 2024, Licensing Program Analyst (LPA) Van conducted an unannounced case management inspection at the facility above. LPA met with Director Chu Hsi Tseng. The purpose of the inspection was to inspect the new playground for health and safety hazards and incorporate the playground into the license. Twenty two staff members and the Director supervised 103 children.

The playground is fully enclosed, well-kept, and free of any potential dangers. It has outdoor deck areas accessible from the classrooms. The playground is divided into two sections by wooden fences. There's a smaller yard for children aged 2-3 and a larger yard for children aged 3-5. The play equipment is safe and suitable for each age group, and sand areas are available for both yards. The climbing structure is securely built, with no loose or sharp parts, and the floor has ample cushioning to prevent injuries from falls. Soft rubber cushioning is placed around and under high climbing equipment. The larger yard features a hill-shaped structure complete with a slide. There are no ponds, pools, or bodies of water in or around the playground. The children bring their water bottles to the yard, and there is a refillable water station on the deck that is easily accessible for refills.

During the inspection, the playground was measured and found to have a total area of 8272 sq ft. Based on this measurement, it can accommodate 110 children at a time. The Director mentioned that the playground is also going to be shared with the kindergarten children. Since the Center is licensed for 120 children and the outdoor playground is not big enough to accommodate its licensed capacity, it must request an outdoor rotational waiver and specify that the preschool and Kindergarten will share the outdoor playground and their scheduled usage. Additionally, the center must submit updated sketches of the playgrounds to the Department by November 6, 2024.

LPA recommends that if children are playing in the deck areas, teachers should be positioned by the entrance of the ramp to prevent them from going down. Teachers must always supervise the children when they go down the ramp to the playground. Additionally, LPA advises the Director that children should not open the metal gate in the deck areas alone without teachers' supervision to avoid accidental finger/hand jams.

As of today, October 23, 2024, the playground is incorporated into the childcare license.

A notice of site visit was given and must remain posted for 30 days.

Exit interview conducted and report was reviewed with the Director, Chu Hsi Tseng.
