25 | On December 13, 2024 Licensing Program Analyst (LPA) Nathan Garcia conducted an announced pre-licensing inspection and met with the Applicants Jimsee, Chuluun (Jenny) and Jimsee Batjargal (Uchka). The LPA was granted entry by the applicant. The LPA explained the purpose of the visit. The applicants and adults living in the home have cleared background checks, and to be present in a childcare facility. Applicant rents the main area of the house, 2 bedroom, 1.5 bathroom and the property control document was submitted prior to the inspection. Applicant was able to provide only LIC 9151, therefore capacity will be at 6 children. Planned days and hours of operation are Monday - Friday, 7:00 am to 05:00 pm. Both applicants lives in this home. During the home inspection, LPA observed another two story unit in the backyard area and applicant states that another adult lives in that room. LPA was able to speak to the tenant and stated that it's the same address of the main home and he stays on the top floor and the bottom floor of the unit is a storage room. Applicant states that the entrance of the backyard unit is through the side door and the connection through the main house is always locked. LPA also observed another room on the first floor, adjacent to the garage, which is locked and applicant states she does not have a key to access the area. LPA looked through the window and observed large furnitures are stored and applicant believes to be a storage room for the homeowner.
Day-care areas: Large Living room, Small Living Room, Bathroom #1
The off-limit areas: Kitchen, Dining area and Bedroom #1 and #2, back yard, back yard unit and entire downstairs area.
Per the Applicant, she plans to utilize the other half of the living room as an isolation for sick/ill children. Per applicant, she will primarily be serving children ages 0-5. LPA and the Applicant inspected the entire home for Health and Safety Hazards. The home is clean, orderly, and has sufficient lighting and ventilation. LPA explained to the applicant his responsibility as a FCCH provider. There are a variety of age-appropriate toys, puzzles, and books for the children. There are multiple sensory blocks/table and imaginative kitchen toys. All furniture and playthings were observed to be in good repair. The Applicant's home has smoke detectors and a carbon monoxide detectors installed. During the inspection, fire/carbon monoxide alarms were tested and verified functionality. The home has a Fire Extinguisher model 2A10BC located in the kitchen/hallway. The kitchen is located down the hallway with all harmful objects, sharp objects, and toxins are stored out of reach of children and made inaccessible to children. All accessible cabinets had child safety locks installed, and all entry/exit points had child-proof gates and on the stairway. There are First Aid kits available for the children.
