On November 21, 2024 at approximately 9:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted a scheduled, pre-licensing visit. LPA met with co-applicants, Otgonmaa Buyandelger and Davaa Enkhtur, and explained the purpose of the visit.

Co-applicants are currently licensed for facility 384004688 with a capacity of 8 children. Co-applicants submitted a relocation application and capacity increase application to department October 29, 2024. Fire clearance has not been obtained as of this date. Co-applicants live in the home with their minor child. Co-applicants have fingerprint clearance on file.

Co-applicants plan to operate Monday through Friday 8:30am to 5:30pm. Co-applicants plan to care for children ages 3 months to 6 years old, depending on the needs of the family. LPA inspected entire home for health and safety hazards.

The home is a multi-level home with three levels. Home includes a living room, family room, sun room, kitchen, three bedrooms, two bathrooms, in-law unit (ground floor) and backyard.

The DAY CARE AREAS are located on the second level of the home that includes the living room, family room, and hallway bathroom. The OFF LIMIT AREAS are the kitchen, sun room, entire ground floor (including backyard) and entire third level of home. Access to the upper and lower level of home includes stairs that are made inaccessible with a child safety gate. LPA informed co-applicants off limit areas are not to be used as a day care area without prior approval from the department.

LPA observed the day care areas to be clean and safe. There are a variety of toys, materials and furniture that are new and in good condition. Flooring in living room and family room include rugs that were observed to be free of stains. LPA observed additional padding underneath rugs, that were also in good condition. Corners of cabinets and shelves were observed to have padding on the side for additional safety. LPA observed windows and plants in day care area to be made inaccessible with a built-in gate, that is is secured. There is a fireplace in the living room that is made inaccessible to children with furniture. LPA observed furniture to be secured. Cabinets in day care areas were observed to have child safety locks installed.

LPA observed electrical outlets in day care areas to be made inaccessible with child safety covers. Home is equipped with a fully charged fire extinguisher, multiple first aid kits, and multiple smoke and carbon monoxide detectors. LPA tested carbon monoxide detector in family room, which was observed to be in working condition.

There is a diaper changing table in the family room. LPA observed garbage bin with a tight fitting lid next to the diaper changing table. Bathroom for children's use was observed to be in working condition. LPA did not observe accessible poisons or cleaning solutions in bathroom. LPA also observed a garbage bin with a tight fitting lid in bathroom.

LPA observed poisons and cleaning solutions to be made inaccessible behind child safety locked cabinets and/or in home's high shelves, inaccessible to children. Knives in the kitchen are also made inaccessible behind a child safety gate and in a high shelf. Backyard will not be a day care area at this time. LPA did not observe any pools, spas or bodies of water on site.

Children will sleep in cribs and cots. LPA observed cribs to have mattresses with tight fitting sheets. LPA also observed cribs to be free of loose articles and materials. Co-applicants plan for children (who sleep on cots) to provide their own blankets that will be sent home weekly for laundering. Per co-applicants, infants' sheets are available on site if needed.

LPA discussed the safe sleep regulations with co-applicants, and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/
safe-sleep, as an additional resource. LPA also informed co-applicants of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Co-applicants were reminded baby walkers, bouncers, jumpers and any other similar items are not to be used for children in care. Co-applicants stated they are aware emergency disaster drills are to be conducted and documented at least once every six months.

Co-applicant's discipline policy was discussed. Co-applicants plan to communicate with children to calm them down. Co-applicants maintain communication with families about children's daily habits through daily written reports and pictures. The designated isolation area for sick children will be in the living room, separate from other children in care.

Co-applicants provide a food service that includes three snacks and two hot meals. Food preparation, sanitization and children's allergies were discussed. Co-applicants utilize reusable plates and utensils that are sanitized daily. LPA reminded applicant children who bring their own food to facility must be labeled with the child's individual names.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice) or (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm.

Both co-applicants CPR/First Aid training is current and will expire 02/2025. Both co-applicants Mandated Reporter training certification is also current and will expire 07/2025. LPA reminded co-applicants Mandated Reporter training must be renewed every two years. Updated Statement Acknowledgement Requirement to Report Suspected Child Abuse (LIC9108) forms for co-applicants were provided to LPA during visit. Co-applicants have required immunizations on file. Update flu immunizations for 2024-2025 year for both co-applicants were provided to LPA during visit. LPA observed licensing documents to be properly posted and available for review in the home. Per co-applicants, there are no weapons or firearms in the home.

Co-applicants were reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The co-applicants provided proof of control of property. Because the co-applicants rent/lease the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a
signed Property Owner/Landlord Consent form (LIC 9149).

LPA reminded co-applicants they must both be present at facility for 80% of operating hours. Capacity limits and ratios for a large family child care were reviewed and discussed with both co-applicants on this date. Capacity limits and ratio sheets were provided during visit. LPA reminded co-applicants they must both be present when operating with a large capacity. LPA reminded co-applicants that when one co-licensee is not present, the remaining co-applicant must operate with a small capacity, unless a qualified assistant is present.

LPA reviewed with applicant the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance checklist was provided to the co-applicants.

On this date, 11/21/2024, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Co-applicants were informed of the MyChildCarePlan.org site, a consumer education
website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website athttps://www.cdss.ca.gov/inforesources/community-carelicensing/ subscribe and select the Child Care option to receive email communication.

During visit, LPA was provided following documents:
-Updated Flu immunizations for both co-applicants.
-Statement of non-residence.
-Updated Statement Acknowledgement of Requirement to Report Suspected Child Abuse (LIC9108) for both co-applicants.
-Updated Emergency Disaster Plan (LIC610A).
-Updated Pre-licensing Readiness Guide (LIC9217).

Prior to recommended licensure, fire clearance to be obtained.

Exit interview conducted and report was reviewed with the co-applicants, Otgonmaa Buyandelger and Davaa Enkhtur.
