Licensing Program Analyst, LPA Yee conducted a pre-licensing inspection today. This is a change of location from TERESITA BLVD. SF, CA. License number, 384001609. LPA, and the applicant, Ms. Mancasola Norris toured the entire home for health and safety hazards. The applicant, Ms. Mancasola Norris owns this home. The control of property is on file. Current residents are Ms. Mancasola Norris and her husband only. All adults living at the facility has fingerprint clearance. Days and hours of operation: Monday to Friday between 8:00 AM to 5:00 PM.

Day Care Areas (lower level): Playroom #1, Art room/kitchenette, playroom #2, bathroom and backyard. Off-limit areas: garage, the entire upper level (living room, bedroom #1, bedroom #2, kitchen, dining room, bathroom). The home has a size 2A10BC fire extinguisher, a carbon monoxide detector, and a smoke detector. LPA advised the facility to conduct emergency drills once every six months and keep a log sheet.

CPR and 1st aid is current. The facility does not have a body of water such as a swimming pool, or hot tub. The facility has two small dogs and kept in the off limit areas. Discipline policy was discussed. The facility will provide snacks and children bring own lunches.

LPA reviewed AB 1207 with the applicant. As of January 1, 2018, all staff members are required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. The applicant AB1207 certificate is current.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Sections 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The applicant, Ms. Mancasola Norris was reminded that all adults 18 and over living or working in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and
volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, before initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPAs discussed the safe sleep regulations with the licensee and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and
recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased
equipment.

Individual Infant Sleeping Plan (LIC9227) form was discussed and provided. LIC9227 is for Infant under 12 month old. When the infant(new born to 24 month old) is napping, it needs to be checked every 15 mins and documented on a log sheet.A log sheet needs to be in the children file for 2 years. A sample log sheet was explained and provided. Technical support for COVID was discussed. Website for forms and regulations: www.ccld.ca.gov.

On this date 11/05/2024, the California Attorney General – Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California’s Megan’s Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

Applicant, Ms. Mancasola Norris was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

LPA reviewed with Ms. Mancasola Norris, the LIC311D, Forms/Records to Keep in Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted.

Exit interview conducted and report was reviewed with the applicant, Ms. Mancasola Norris.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.

A capacity worksheet was explained and provided. Fire clearance approval was received on 11/22/2024. Applicant is signed up for one hour nutrition class with the children's council on December 2nd and will submit the certificate to CCL by December 5th.

LPA will recommend a large FCCH license.
