On June 20, 2025, Licensing Program Analyst (LPA) Leong conducted an unannounced unlicensed complaint visit and met with the Director, Shelley Leshin. LPA explained the purpose of the visit to the director.

Nineteen pre-k children, the director, and two staff members were present during today's visit.

All relevant information was gathered and analyzed during the LPA investigation, and all parties involved were contacted and interviewed. Based on the information obtained from the LPA investigation, LPA has determined that the facility provides care and supervision for children aged two years and older, which requires the facility to obtain a State of California Child Care Center license. The preponderance of evidence standard has been met, therefore, the above allegation is determined to be substantiated.

The facility is operating in a licensed child care center under new ownership, having been previously owned by another operator.

On April 3, 2025, the new owner submitted an application for a child care center license.

Based on observation, interview, and record review, the facility owner did not comply with the section cited above. LPA concluded that the facility is operating without a license for a child care center, which poses an immediate health, safety, or personal rights risk to children in care.
