On August 19, 2026, Licensing Program Analysts (LPAs) Van and Naves conducted an unannounced inspection to conclude a complaint investigation and deliver findings to the facility. The investigation addressed concerns alleging commingling of children, failure to provide meals that meet nutritional guidelines, failure to allow bathroom access during outdoor play, and failure to fix a water leak that resulted in water pooling on the ground.

LPAs met with the Director, Claudine Castillo, who granted access to the center. At the time of the inspection, the Director and six teachers were supervising 20 children, including 5 infants and 15 preschool aged children. The facility was operating within its licensed capacity and limitations.

LPAs conducted interviews, reviewed records, and made multiple observations as part of the investigation. Information obtained did not support the allegation that children from separate licensed programs were commingled. Statements were consistent in reporting that children remained within their designated care areas and were supervised according to approved operations.

Available information did not indicate that meals failed to meet nutritional requirements. Menus and meal service documentation reflected components aligned with basic nutritional guidelines.

Information obtained did not support the allegation that children were denied or unreasonably restricted from using the bathroom during outdoor play. The center’s protocol is for staff to contact another teacher to escort a child back to the center to use the restroom rather than using the public park bathroom. Statements were consistent in reporting that children were permitted to use the bathroom when needed and were escorted in accordance with established procedures.

Multiple random inspections of indoor and outdoor areas did not reveal any water leak or standing water. Observations and information obtained did not corroborate concerns regarding water pooling or unresolved maintenance issues.

Based on the information gathered, although the allegations may have occurred or may be valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. Therefore, the allegations are Unsubstantiated.

A Notice of Site Visit was issued and must remain posted for 30 days.

An exit interview was conducted with the Director, Claudine Castillo, and owner, Jenny Chan.

The investigation addressed concerns alleging that the facility does not meet ratio requirements. LPAs met with the Director, Claudine Castillo, who granted access to the center. At the time of the inspection, the Director and six teachers were supervising 20 children, including 5 infants and 15 preschool aged children. The facility was operating within its licensed capacity and limitations.

Information relevant to this allegation had already been evaluated during a case management inspection conducted on August 5, 2026. During that review, the center was found out of compliance with its approved licensing playground waiver for McCoppin Square Park. The waiver requires preschool children to be escorted by adult staff and supervised at a ratio of one adult to every six preschool children during transit and while using the playground. At the time, staffing did not meet the required one-to-six adult-to-child ratio; instead, the center had two teachers escorting thirteen preschool children. This supports the allegation and results in a substantiated finding.

Because this issue was already addressed during the August 5, 2026 case management inspection and corrective action was taken at that time, no deficiency will be issued for this complaint finding.
