On 06/22/23 Licensing Program Analyst (LPA) Elvira Sierra met with facility representative, Ashley Miller for the purpose of an unannounced annual inspection. Facility was reminded never to exceed the conditions, limitations, and capacity specified on the license. Facility operates inside the St Andrews Lutheran Church in classrooms, rainbow #1, garden # 2, starlight #3 and sunshine #4. Facility hours of operation are; M-F 07:30am to 05:30pm. Present in the facility were 12 children and 4 staff. All staff members present today have criminal background record clearance on file with Licensing office.
LPA conducted a health and safety inspection in all areas accessible to children and the following was observed; Appropriate ratio and care and supervision were observed during today's inspection. Classrooms are adequately ventilated/heated. LPA observed age-appropriate toys and equipment that are in good repair. Toxic and hazardous items were inaccessible to children. LPA observed functioning carbon/monoxide detectors and a 2A10BC fire extinguisher that follows California State Fire Marshall standards. Per facility representative there are no poisons on the premises and no bodies of water were observed. The floors appeared clean throughout the facility. Toileting facilities are in safe, sanitary, and operating condition. First Aid Kit and Emergency supplies are available and stored inaccessible to children. Outdoor activity space surface is maintained in a safe condition and is free of hazards. Playground equipment was observed to be in good repair and areas around high climbing equipment, swings and slides have cushioning material to absorb falls. Drinking water is readily available both indoor and outdoor by water fountain and bottled water if needed.

Facility provides am snacks and parents provide lunch and afternoon snack. All posting requirements has been met and licensing fees are current. Emergency/Disaster drills are conducted every month and facility does keep a log documenting drill practice. LPA reviewed 5 children and 4 staff files, current CPR/ First aid card for staff and facility signs in and out sheets. LPA received Post-Testing Requirements Sampling Documents for lead testing in water on today's visit.

Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
