Licensing Program Analyst (LPA) David Nguyen met Facility Representative/Director, Bonnie Cearley for the purpose of delivering the investigation findings for the above complaint allegations. LPA Nguyen disclosed the purpose of the inspection. LPA toured the facility inside and outside and observed care, ratios, and children supervision during today’s visit. There were eighty-six (86) childcare children present and being supervised by eleven (11) childcare teachers.

It was alleged that “Staff handled daycare child(ren) in a rough manner,” and “Staff spoke inappropriately to daycare children.” Throughout the investigation, LPA conducted the observations and interviews with the director, teachers, children, parents, and reporting party. During the interviews with teachers, children, and parents, no information was disclosed to support the fact that staff roughly handled daycare child and/or daycare children. The interviews produced conflicting information. During teachers’ interview, LPA learned that childcare staff directed childcare children and redirected childcare children as needed while the children were in their cares for classroom management and management of children’s behaviors.

Based on lack of collaborating information, the LPA is unable to determine whether staff did or did not handle daycare child and/or daycare children in a rough manner, and staff did or did not speak inappropriately to daycare children.

Based on interviews and record review obtained from the reporting party, LPA David Nguyen determined that the complaint allegations were found to be UNSUBSTANTIATED, meaning although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur at the facility.



Copy of this report was reviewed and provided to Facility Representative/Director, Bonnie Cearley. Notice of site visit is posted and shall remain posted for next 30 days.

An exit interview was conducted with the Facility Representative/Director, Bonnie Cearley. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
