A review of the Facility Personnel Summary shows that all adults living and working in the home have criminal record clearances on file with Licensing Office. The licensee stated that no new residents moved into the home during today’s visit. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
A health and safety inspection was conducted in all areas accessible to children. The facility is a detached one-story and single-family home and consists of three (3) bedrooms, two (2) bathrooms. The off-limit areas in the home include all bedrooms, master bathroom. During today’s visit, licensee stated she wanted to make the side yard area from the air conditioning unit to the backyard gate off-limits until further notice. The off-limits areas will remain inaccessible to children by closed doors, baby gate, and SUPERVISION. During today’s inspection, licensee acknowledged that daycare children may never enter these off-limit areas.
The on-limits areas in the home include living room, dining room, kitchen, daycare room, hallway, bathroom in the hallway, laundry room, and backyard. LPA observed the posting of the facility license, Emergency Disaster Plan, and Notification of Parent Rights in the daycare room. Home is clean and appropriately ventilated. Facility maintains a working phone, 3A40BC fire extinguisher, and functioning smoke/carbon monoxide detector. Age-appropriate toys and reading material were observed in the daycare room. There are weapons in the home and are stored according to Title 22 regulations. Toxic and hazardous items are inaccessible to children. The fireplace in the home is barricaded to prevent access by children.
