25 | On October 25, 2024, Licensing Program Manager (LPM) Bettina Engelman and Licensing Program Analyst (LPA) Elvira Sierra met with Licensee, Vanesa Montoya at the facility for the purpose of an Informal Meeting. LPA and LPM toured the facility and observed the care and supervision of the children. LPM Engelman defined the difference between a Non-Compliance and an Informal Meeting. LPM advised the purpose of today’s meeting is to help provider gain compliance. Present in the facility were Licensee and Licensee's assistant caring for seven children.
Today's informal meeting was to discuss a Type A Deficiency and $500 Civil penalty assessed on 08/30/24, for an absence of supervision when a child left the facility through on open side gate.
The Licensee stated that she has taken the following steps to maintain compliance:
1. Licensee replaced the entire gate that leads to the street, which will prevent any child from opening the door and have access to the street.
2. Licensee stated that she installed a camera on the side gate of the house and she receives notifications if there is any movement.
3. Since the gate was left open by ground keeping staff, licensee had made arrangements to contract for for these services during non-daycare hours.
LPA and LPM reviewed regulations on Supervision. LPM and LPA provided information regarding training videos on Supervision and the Technical Support Program (TSP), which is a non-enforcement arm of the Community Care Licensing Division offering on site support to licensees and providers. LPM discussed using the Department website (ccld.ca.gov) for childcare updates, legislation, forms and regulation information. LPM suggested viewing informational videos at www.ccld.childcarevideos.org.
