On Thursday, August 4th, 2022, Licensing Program Analysts (LPAs) Lauren Scott and Chayntel Hunter with Principal Stephanie Bulleri for the purpose of an unannounced Annual inspection. LPAs toured the facility, including all activity and classroom spaces, restrooms, food service and outdoor play areas. LPAs observed 12 toddlers in care supervised by 2 staff. The Director was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility days and hours of operation are Monday through Friday from 7:30 AM to 5:00 PM. The facility provides AM and PM snack and the children bring their own lunches.

All staff present during today's inspection have a fingerprint clearance. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA reviewed care and supervision of children, staffing ratios, medications and first aid supplies, furniture, equipment, fire drills, menus and drinking water. LPA observed all required forms to be posted. There were cribs available for each infant under 12 months old and cots available for infants over 12 months old. There are needs and services plans for each infant and toddler enrolled. LPA observed that hazardous items (disinfectants, cleaning solutions etc.) were inaccessible to children in care. LPA observed cleaning solutions were kept separate from the stored food items in the kitchen.

All furnishings were in good condition. Infant diaper changing area is clean and within arm's reach of a sink. There is a one inch thick mat for the changing table with a vinyl surface. There are adequate toys and equipment available for children. Outdoor play area was toured. Playground equipment and surfaces were inspected and are in good condition with enough resilient material to absorb a fall. Shade was provided via meshed awnings.

Bathrooms were clean and all sinks and toilets were in operating condition. Director stated that there are no firearms or bodies of water on the premises. The facility has at least one functioning smoke and carbon monoxide detector. The last fire drill was conducted within the last six months and a children's roster was obtained. LPA reviewed the sign in/out book and observed that the children are properly signed in/out.

Children and staff files were reviewed. Each child's file contained an emergency card, as well as other required documents. LPAs observed 15min infant napping logs for infants 24 months and under. LPA observed copies of LIC 9227 Individual Sleeping Plan for infants under 12 months during today's inspection. LPA observed staff files to include required documents, including health screening reports with TB test and required MMR and TDAP vaccines. At least one staff member present today has current Pediatric CPR and First Aid (exp. 02/2024). LPA observed AB1207 Mandated Reporter training certificates for all staff. The Principal was reminded to renew the course every 2 years through www.mandatedreporterca.com website.

LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility is not currently providing Incidental Medical Services (IMS) services to children in care. IMS policy was discussed. Exit interview conducted and report was reviewed with the Facility Representative. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

In the areas that were evaluated, no deficiencies were cited during the inspection.
