This is an amended version of report originally signed on 04/04/24.
On April 04, 2024, Licensing Program Analyst (LPA) Elvira Sierra met with Director, Jennifer Sawyer to conduct additional interviews for a complaint investigation and deliver findings. Upon arrival LPA observed 30 children being supervised by 4 staff members. Also, Director and two Director assistants were present that were also helping with the children.
It was alleged that staff did not provide medical attention to daycare child injury and staff does not have a system to communicate with other staff leading to an unsafe environment. Also, the Reporting Party (RP) alleged that staff allow parents to attend daycare children. During the investigation, LPA conducted interviews with staff, parents and conducted observations. LPA observed the care and supervision of the children, reviewed records and collected additional documentation. LPA learned during interviews with staff that there have been times that staff is late for work and there isn’t adequate staff to maintain child/teacher ratios; However, facility staff will ask parents to wait outside the classroom or in the facility gym until the next staff member arrives and classroom can be in compliance with children/teacher ratios.

Also, the facility office staff has the Alexa App as well and office staff will assist if teachers need help communicating with the Director or Director Assistants. It was revealed during interviews that staff carry a bag with medical supplies when taking the children for outdoor activities in case a child receives an injury that requires medical attention. None of the parents that were interviewed disclosed witnessing parents attending daycare children or disclosed any other concerns.

Based on interviews conducted, and observations while at the facility, there is not a preponderance of evidence to prove or disprove the allegations did or did not occur, therefore the above allegations are found to be UNSUBSTANTIATED.

This report and Appeal of Rights were provided and reviewed with Director, Jennifer Sawyer. Exit interview was conducted and Notice of site visit was posted.
