On 05/17/23, Licensing Program Analyst (LPA) Elvira Sierra met with the licensee’s assistant, PAmella Stovall for the purpose of an annual inspection. Facility hours of operation are Monday-Saturday from 06:30am to 07:30pm. Licensee, Anthony Stovall arrive later during the inspection with two daycare children. Licensee stated that no new residents moved into the home since licensure. Capacity specified on the license was met on today’s inspection. Present in the facility were Licensee and Licensee’s wife caring for 6 children. Licensee's adult son was also present during the inspection. Licensee and two daycare children left during the course of the inspection to pick up children from school.

A health and safety inspection was conducted in all areas accessible to children. Off limit areas include; Living room, dining room, son’s bedroom, master bedroom (including bathroom inside master bedroom), laundry room, garage, and backyard. Licensee’s assistant was reminded that day care children may never enter these off-limit areas. Home is appropriately ventilated. Age-appropriate toys and reading material were observed. There were no hazardous materials or chemicals observed accessible to children. Medications and knives are inaccessible to children. Home has a chimney in the living room which is off limits area. Licensee stated there are no weapons in the home. LPA reminded Licensee that any changes to the home or any new construction must be reported to Licensing. Licensee stated the daycare children are taken to a nearby park for outdoor play. Backyard is off limits to the children. Facility maintains a working phone, and a 2A10BC fire extinguisher.

Current in person EMSA CPR and First Aid certification was verified and expires 02/27/23. Mandated Reporter training certificate was observed for Licensee and Licensee’s assistant (exp 1018/24). Fire drills are conducted at least once every six months and are documented. LPA reviewed four children files and are complete with the required documentation by regulation. Facility transport children and provide meals.

Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. LPA discussed the safe sleep regulations and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
