On 02/05/26, Licensing Program Analysts (LPAs) Elvira Sierra and David Nguyen conducted a complaint inspection and met with Licensee, Anthony Stovall to deliver findings on the above allegations. Upon arrival, present in the home were Licensee and Licensee’s wife caring for nine children.
It was alleged that children state staff pulled a girl’s hair, hit a baby on her arm and staff referred to the children's mother in front of the children, in a negative manner. Also, it was alleged that providers are not feeding children after children state they are still hungry.

Throughout the investigation LPA Sierra observed the care of supervision of children, conducted interviews with staff, children and parents. Interviews conducted with staff, parents of children in care and children in care did not corroborate that children are yelled at, hit, or treated inappropriately. None of the parents or children disclosed to ever witness anyone using derogatory language or in a negative manner while talking to daycare parents, children or disclosed any feeding issues.

Parents that were interviewed stated that their children never complained of being hungry after they are picked up from the facility. Children that were interviewed did not disclose ever being denied food at the facility or any physical abuse. The Licensee denied the allegations and reported the allegations. Staff stated that facility is enrolled in the CACFP (Child/Adult Care Food Program) and are requested to submit a daily report menu. Licensee also stated that children are fed as many times as they want if they are still hungry. During today's inspection LPAs Sierra and Nguyen observed children being served snacks after children were picked up from School. LPA Sierra was unable to contact the alleged victim’s parents to corroborate the allegations.

Based on the information obtained and conflicting information received during interviews, LPA was unable to make a determination if the allegations are valid. Based on interviews conducted there is not a preponderance of evidence to prove the allegations did or did not occur; therefore, the allegations are UNSUBSTANTIATED. No deficiencies cited today under Title 22 Division 12 of the CA Code of Regulations

An exit interview was conducted in which the report was reviewed and discussed with Licensee, Anthony Stovall. Appeals of rights were provided to Licensee and a Notice of site visit posted and shall remain posted for 30 days.
