On December 5th, 2023, at 1:45 PM, Licensing Program Analyst (LPA), David Nguyen met with Center Manager, April Somera for the purpose of an unannounced annual inspection. The purpose of the unannounced annual inspection was explained. LPA was granted for entrance by Center Manager. Facility days and hours of operation are Monday through Friday from 7:30 AM to 4:00 PM. The CAPC—School For Adults operates between January and December every year. There were three (3) children present during today's inspection. Meals--breakfast, lunch, and PM snack were provided to children in care. Filtered water from Water Service was provided for drinking water. LPA checked that annual fees are current.

LPA toured the facility inside and out. LPA observed that hazardous items (disinfectants, cleaning solutions etc.) were inaccessible to children in care. LPA reviewed staffing ratios, first aid supplies, furniture, equipment, fire drills and drinking water. LPA observed all required forms to be posted. LPA observed functioning carbon monoxide and smoke alarms. LPA observed a changing table within arm's reach of the sink. There are adequate toys and equipment available for children. Outdoor play area was toured, the play structure appeared to be in good repair, and there is sufficient cushioning (cushioned turf) under the play structure. LPA reviewed the sign in/out on the Ipad and observed that the children are properly signed in electronically. Center Manager stated that childcare teachers used the water bottle and disposable cups for drinking water for outdoor playtimes.

LPA reviewed children’s and staff files. All staff present during today's inspection have a fingerprint clearance. Center Manager was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA observed health screening reports with TB test and required MMR and TDAP vaccines. At least one staff member present today has current Pediatric CPR and First Aid. LPA observed AB1207 Mandated Reporter training certificates for all staff. The Center Manager was reminded to renew the course every 2 years through www.mandatedreporterca.com website.

LPA discussed the safe sleep regulations with Center Manager and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Center Manager of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed the LIC9227--Individual Infant Sleeping Plans in the children's files.



LPA discussed the Year-Round/Daily Reminder of Water Safety Requirements and Measures with Center Manager. LPA provided Center Manager the PIN 23-17-CCLD, the Year-Round and Daily Reminder of Water Safety Requirements and Measures. LPA discussed with Center Manager the importance of checking the premises for bodies of water daily prior to children's arrival.

This provider is currently providing Incidental Medical Services (IMS) services to children in care. LPA reviewed the child's care plan for IMS and child's medication. The child’s medication and the child's care plan were kept in the emergency backpack, and the backpack was hung on the wall in the office cubicle in the classroom. IMS policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
