Due to the COVID-19 pandemic Licensing Program Analyst (LPA), Christopher Jackson, conducted a virtual inspection with director Carmen Baugh. The visit was conducted via Facetime, on 03/12/2021 at 9:30 am. The purpose of the inspection is to provide technical assistance and ensure that the facility is safe for the care and supervision of children. The facility has been granted an Emergency Waiver to provide distance learning child care during the COVID-19 pandemic. The waiver will expire on 05/02/2021.

During the Video inspection, LPA requested a tour of facility. LPA and Mrs. Baugh conducted a health and safety inspection inside and outside of the facility. There were 6 children in care supervised by one staff. The child care program operates Monday through Friday 6:30 am to 6:00 pm and will serve school-age children attending 1st through 6th grade with a capacity of 10 children. A fire clearance was obtained from the Manteca Fire Department clearing the classrooms for use by the program.



The program utilizes classrooms A5 and A6. Staff utilized in caring for the children are current employees of the facility. LPA observed age-appropriate furniture including tables and chairs in the classrooms to meet the needs of children in care. Most of the day is dedicated to the children's distance learning and each child has work space to be support with their schoolwork which is socially distanced from the other children and staff. Children are placed in cohorts separated from the preschool program. For outdoor and gross motor play, there is a large grass fields, and a playground area. Lunch and snacks are provided by the program. Parents can provide a additional food if needed. There is a sink located next to the classroom to support with hand washing and a portable water cooler to use for the refill of individual water bottles.

Authorized representatives drop off children at main building where parents sign the children in and out. Staff and children wear face masks throughout the day. Health and well-ness check for children are conducted each day upon children’s arrival. The director conducts visual and verbal checks of staff well-ness. Staff are encouraged to stay home if feeling any type of symptoms. The facility maintains children files on site. At least one staff person present at the facility holds current CPR and 1st aid training. Any medications on site are properly stored and documented in the event of use. Children’s authorized representatives will be contacted immediately for pick up if their child becomes ill. Mrs. Baugh stated there is an isolation area, toilet, and sink available for ill children. There was one restroom in the classroom to be used by the students in care.

Children are encouraged to wash their hands regularly and have access to hand sanitizer under staff supervision. The facility’s cleaning and sanitation policies and guidelines are being followed. All child care areas are cleaned and sanitized throughout the day. Frequently touched surfaces are wiped down during transitions, or more when necessary.

Department of Public Health and Community Care Licensing will be contacted regarding any COVID-19 illness. The facility will follow the Childcare Guidance on group size, face coverings, social distancing, health screening, hand washing, cleaning and sanitation.

The approved Emergency Waiver for this site, Sequoia Christian Preschool, is posted. Sequoia Christian Preschool will ensure compliance of all terms and conditions of the Emergency Waiver and will adhere to Public Health guidelines and directives.

A copy of this report shall be posted. An exit interview was conducted with Mrs. Baugh via Telephone call. LPA provided the facility with a copy of this report via email on 03/12/2021. Mrs. Baugh agreed to acknowledge receipt of the email, which will serve in lieu of a signature on this report.
