13 | On Wednesday, October 1,2025, Licensing Program Analysts (LPAs) Elvira Sierra and Corina Beckby conducted an unnanounced complaint inspection. Upon arriving to the licensee address LPAs observed Licensee leaving with one infant, and her two minor children (9 y/o and 10 y/o). Present in the facility was licensee's daughter (assistant) caring for 14 children. Licensee arrived later during the inspection.
During the course of the investigation, LPAs conducted interviews and reviewed documents. Based on the information obtained and observation during today's inspection the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations, Title 22, Division 12 & Chapter 1 is being cited on the attached page LIC 809D.
LPA Sierra informed licensee, Maria Natividad Gonzalez that this report dated October 1, 2025, document one Type A citation which shall be posted for 30 consecutive days as there is immediate risk to the health, safety, or personal rights of children in care.
