On March 11th, 2024, at 9:30 AM, Licensing Program Analyst (LPA) David Nguyen met with facility representative, Joy Jackson, for an unannounced annual inspection. LPA explained the purpose of the unannounced annual inspection to the facility representative. LPA was granted entrance by the facility representative. Upon LPA’s arrival, there were six (6) children present with one (1) staff member. Facility is operating within the capacity and in compliance with staff child ratio on this day. Facility operates day care from Monday to Friday between 7:30 AM to 5:30 PM. Bottled water is provided for drinking water. LPA notified facility representative that she had an annual license fee balance. LPA gave the fee balance and the PIN number to the facility representative for fee payment.

During today’s inspection, LPA inspected the day care rooms. There are no pools, spas, or other bodies of water at the facility. Facility has smoke detector, carbon monoxide detector, fire pull alarms, fully charged fire extinguishers and working telephone at the site. All of the cleaning solutions, poisons and other chemicals that are dangerous to the children are stored inaccessible to the children. Facility has age-appropriate furniture. Furniture is steady and in good repair. All toilets, hand washing facilities are in working condition with proper sanitation in place. All storage containers for solid waste and in good repair and have proper lid on top. Facility has drinking water available for children. Play yard is free of hazards.

The staff present during today's inspection have a fingerprint clearance. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA reviewed the facility records. LPA observed that facility is using electronic sign in / out. Facility has well maintained roster available on site. LPA reviewed random children's and the present staff's file. LPA observed facility has record of names, addresses and telephone numbers of each child's authorized representative. Present staff member has record of valid CPR card in file. LPA observed the fire drill log in place. Per log, last drill was conducted on February 6th, 2024.

This facility provides no Incidental Medical Services – IMS at this time. LPA reviewed storage of first aid and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA reminded the facility representative that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com. LPA observed the completion certificate of the present staff.



LPA encourages the facility to frequently visit website at www.ccld.ca.gov for licensing regulations and new updates. Licensee can also email at childcareadvocatesprogram@dss.ca.gov and ask to be added to the email list for the updates.

Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

LPA discussed the Year-Round/Daily Reminder of Water Safety Requirements and Measures with licensee. LPA provided licensee the PIN 23-17-CCLD, the Year-Round and Daily Reminder of Water Safety Requirements and Measures.

Exit interview conducted and report was reviewed with the facility representative, Joy Jackson. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

In the areas that were evaluated, no deficiencies were cited during the inspection.
