On 06/28/23, Licensing Program Analysts (LPA) Elvira Sierra, met with facility Director, Ivy Stinson for an unannounced Annual/Required visit. Facility is a combination center with preschool and school age program on site. Infant program operates M-F from 07:00 am to 06:00pm and closes on Federal Holidays. Present during the visit was one staff caring for 4 infant children. Facility complies with staff-infant ratios required by regulation.
All areas accessible to children were inspected for Health and Safety hazards. Per Director there are no Firearms/ weapons in the facility. Cleaning products and Toxins inaccessible to children. There are no children that required medication at this time. Director stated that if needed medication is stored on an upper cabinet in the kitchen. The facility has age-appropriate furniture and equipment including mats, and changing tables. Cubbies are located inside the classroom for children belonging. Furniture and equipment are in good condition, free of sharp, lose or pointed parts. All storage containers for solid waste have covers on and are in good repair. Restrooms are maintained clean, in good repair and with adequate supplies. Staff use a separate restroom. Drinking water is readily available both indoors by pitcher/cups and outdoors by water fountain and or pitcher/cups if needed. The isolation area for an ill child is by the facility front desk. Facility has more than one functioning carbon monoxide and smoke detectors. Playground equipment is in good condition free of sharp, lose or pointed parts. Outdoor activity space surface is maintained in a safe condition and is free of hazards.

Staff and children files records were review and contain all the appropriate documentation by regulation. Menus and activity schedule are posted in every classroom. Director was advised that tat least one person trained in CPR and Pediatric First Aid is present when children are at the facility or at offsite activities. Emergency supplies and First Aid Kit are properly maintained and kept inaccessible to children. Sign in/out sheets were reviewed. Last Emergency Drill was conducted on 5/30/23 and is properly logged. Program provides breakfast, lunch, and pm snack. Meals are prepared at the facility kitchen. Director stated that parents also provide diapers for the children that required diapers.

Facility representative was reminded that all adults 18 and over, including employees and volunteers except as specified in Health and Safety Code Section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at
https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. CCC COMPLETED TESTING AND NO LEAD EXCEEDANCES: Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.
