On February 23,2022, at 12:35 pm. Licensing Program Analyst (LPA) Elvira Sierra conducted an unannounced inspection to deliver findings for the above allegations and met with Director, Unnamalai Algappan. Upon arrival LPA conducted a tour of the facility, took census and inspected all areas accessible to children. LPA observed 21 preschool children being supervised by 3 staff members.
The Reporting Party (RP) alleged staff uses inappropriate discipline methods, daycare children are exposed to hazardous chemicals, and the facility is unsanitary. During the investigation process, LPA Sierra conducted observations, interview staff, parents, children, and obtained pertaining documents. LPA learned that redirection is used by the facility as a discipline method. Staff members expressed that reasonable precautions and adequate supervision is provided to ensure children are protected from harm. Interviews revealed that staff are aware and trained on how to avoid exposure to hazardous materials in ECE settings. Staff stated that children are moved to a different area when using any cleaning products or any disinfectant spray. Interviews disclosed that teachers will help in keeping the classrooms and toys clean and sanitized.

Also, facility hired a worker that clean communal areas hourly, daily or weekly if needed. Facility uses a professional cleaning services to sanitize and clean facility floors, area rugs and carpet at least once a month.

It was also alleged that staff fail to meet children’s needs, daycare children are left unattended on changing table and children are not wearing masks. Statements obtained expressed facility follow preschool food meal pattern providing the quantity necessary to meet the needs of the children. Also, staff were consistent with their statement that facility prepare more servings than required in case a child may want seconds. LPA observed that staff encourage the children to wear a mask while indoors. During interviews staff members statements were consistent with diaper changing procedures. Parents and children that were interviewed did not corroborate the allegations and children disclosed to be content with the facility and staff.

Based on the information obtained throughout the investigation the above allegations could not be substantiated or dismissed. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the findings are UNSUBSTANTIATED.



Exit interview was conducted. Appeal rights and Notice of Site Visit was provided to Director. Notice of Site Visit should remain posted for 30 days.
