13 | On 11/07/24, Licensing Program Analyst (LPA) Elvira Sierra met with Director, Unnamalai Algappan to deliver findings for the above allegation. Present in the facility were five staff supervising 23 children.
It was alleged that staff handled a child in a rough manner, resulting in child sustaining bruises. Throughout the course of investigation LPA Sierra conducted interviews with the reporting party(RP), Licensee, Director, staff, daycare children and parents. LPA also contacted Stockton Police Department Investigations-Family Crimes Unit and reviewed related evidence. Staff disclosed during interviews that Child#1 did not complain of any pain and did not show any signs of discomfort while in care. Staff stated that while at the facility no bruises or injuries were observed on child#1 body and that child#1 appeared happy at the time child#1 was picked up by parent.
Due to conflicting information gathered, the allegation is UNSUBSTANTIATED. Although the allegation may has happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated.
No Title 22 Deficiencies cited and Notice of Site Visit posted. An Exit Interview was conducted in which the report was reviewed and discussed with Director, Unnamalai Algappan.
