On June 5th, 2024, at 2:30 PM, Licensing Program Analyst (LPA) David Nguyen met with licensee, Jer'nee Williams for the purpose of an unannounced annual inspection. The purpose of the unannounced annual inspection was explained. LPA was granted for entry by licensee. There were fourteen (14) children present at the time of inspection. Licensee's husband/assistant was also present during the inspection. Licensee's operating hours are Monday through Sunday from 6:00 AM. to 8:00 PM. Meals—breakfast, AM snack, lunch, PM snack, and dinner—were provided to daycare children. Filtered water from dispenser on the refrigerator was provided for drinking water. LPA reviewed annual license fees with licensee and verified the annual fees are current.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

A health and safety inspection was conducted in all areas accessible to children. The one-story and single-family home consists of four (4) bedroom and two and half (2.5) bathroom, and an attached 2-car garage. The off-limits areas in the home include the entire upstairs of the home, the master bedroom downstairs, the laundry room in the hallway downstairs, and the attached 2-car garage. The off-limit areas are being made inaccessible by closed locked doors, baby gates, and SUPERVISION. The on-limits areas in the home include the living room, family room, kitchen, dining area, half bathroom in the hallway downstairs, and backyard.

LPA observed the required postings and a working phone. 2A10BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors,and verified they were both functional. LPA toured the kitchen area and verified knives and cleaners were inaccessible to children in care. Licensee stated there are no weapons in the home. There are no bodies of water on the premises. Licensee stated that none of her direct neighbors has in-the-ground or above-the-ground pools. Outdoor play space is fenced. LPA observed living room area with age-appropriate toys for children. LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care. Licensee stated that her FCCH houses one (1) outdoor dog.

Children's files were reviewed. Emergency information and required immunization records were on file. Licensee's immunization records for measles (MMR), pertussis (Tdap), and the flu are available in the facility file. Current in-person EMSA pediatric CPR and First Aid certification was verified and expires on 7/24/2025 and Child Care Provider Mandated Reporter certification was verified and expires on 8/23/2025.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. In addition, LPA discussed the infant sleep regulations with licensee. LPA discussed the requirement to check and log infant napping every 15 minutes for infants 24 months and under. LPA provided a copy of LIC 9227 Individual Infant Sleeping Plan, for infants under 12 months, for licensee during today's inspection. LPA discussed the requirement to complete the LIC9227-- Individual Infant Sleeping Plan for infants under twelve (12) months of age.

LPA discussed the Year-Round/Daily Reminder of Water Safety Requirements and Measures with licensee. LPA provided licensee the PIN 23-17-CCLD, the Year-Round and Daily Reminder of Water Safety Requirements and Measures. LPA stressed the importance of checking the premises for bodies of water daily prior to children's arrival for children's safety.

This provider is not currently providing IMS services to children in care. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Jer’Nee Williams, confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS.
