A review of the Facility Personnel Summary shows that all adults living and working in the home have criminal record clearances on file with Licensing Office. The licensee stated that no new residents moved into the home during today’s visit.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
A health and safety inspection was conducted in all areas accessible to children. The family child care home facility is a detached one-story and single-family home and consists of five (5) bedrooms and three and half (3.5) bathrooms and an attached 2-car garage. The off-limit areas in the home include the master bedroom, bedroom # 1, bedroom # 2, bedroom # 3, the food pantry, hallway in front of food pantry, bathroom in bedroom # 1, and an attached 2-car garage. Licensee stated that off-limits area will be inaccessible to children by closed doors, baby gate, and SUPERVISION. Licensee stated that she understands children can never enter off-limits areas. During today's inspection, licensee stated that she wanted to make the hallway in front of food pantry off-limits and bathroom in bedroom # 4 on-limits. The on-limits areas in the home include daycare room/bedroom # 4, family room, kitchen, dining area, half bathroom in the hallway, laundry room, bathroom in bedroom # 4, backyard, and side yard. LPA observed the posting of the facility license, Emergency Disaster Plan, and Notification of Parent Rights. During today’s visit, the licensee acknowledges that she must contact the department prior to making an off-limits area on-limits and vice versa and any new construction to the home. Home is clean and appropriately ventilated. Facility maintains a working phone, 2A10BC fire extinguisher, and functioning smoke/carbon monoxide detectors. Age-appropriate toys and reading material were observed. During today’s visit, licensee stated there are no weapons in the home. There are no bodies of water on the premises.
