On May 22nd, 2024, at 2:20 PM, licensing Program Analyst (LPA), David Nguyen met with Licensee, Shanisha January for the purpose of an unannounced annual inspection. The purpose of the unannounced annual inspection was explained. LPA was granted for entrance into the facility by the licensee’s spouse/assistant. There were ten (10) children including two (2) licensee’s biological children present at the time of inspection. Licensee was picking up the school-age children from their schools. Approximately thirty minute (30) minutes later, licensee arrived home with additional two (2) children. Licensee's operating hours are Sunday through Friday from 5:30 AM. to 12:00 AM. Meals—breakfast, AM snack, lunch, PM snack, and dinner—were provided to daycare children. Water bottles were provided for drinking water. LPA verified the annual fees are current.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

A health and safety inspection was conducted in all areas accessible to children. The detached two-story and single family home consists of four (4) bedrooms and four (4) bathrooms. The off-limits areas in the home include the entire upstairs and the attached two-car garage. The off-limit areas are being made inaccessible by closed locked doors, baby gate, and SUPERVISION. The on-limits area include play room 1 and play room 2, the living room, dining area, kitchen, bathroom/laundry room in the hallway downstairs, and the backyard. LPA observed the required postings and a working phone. 4A80BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors in the hallway, and verified they were both functional.

LPA toured the kitchen area and verified knives and cleaners were inaccessible to children in care. Licensee stated there are no weapons in the home. There are no bodies of water on the premises. Licensee stated that none of her direct neighbors has in-the-ground pools or above-the-ground pools. Licensee stated there was a man-made lake behind her backyard. Outdoor play space is fenced. LPA inspected the condition of the fence surrounding the backyard. LPA observed a trampoline without a net. Licensee stated that daycare children are never allowed to get on the trampoline. Licensee also stated that she will give the trampoline away sometime next week or next month. LPA observed play room 2 downstairs with age-developmentally appropriate toys for children. LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care.

Children's files were reviewed. Emergency information and required immunization records were on file. LPA observed a current roster and documentation that a fire drill is conducted at least once every six months. The last fire drill was conducted and logged on 03/20/2024. Licensee's immunization records for measles (MMR), pertussis (Tdap), and the flu are available in the facility file. Current in-person EMSA pediatric CPR and First Aid certification was verified and expires on 6/24/2025 and Child Care Provider Mandated Reporter certification was verified and expires on 6/11/2024.

LPA discussed the safe sleep regulations with licensee, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. In addition, LPA discussed the infant sleep regulations with licensee. LPA discussed the requirement to check and log infant napping every 15 minutes for infants 24 months and under. LPA provided a copy of LIC 9227 Individual Infant Sleeping Plan, for infants under 12 months, for licensee during today's inspection. LPA discussed with licensee the requirements to complete the LIC 9227-- Individual Infant Sleeping Plan for infants under 12 months.

This provider is not currently providing IMS services to children in care. Incidental Medical Services (IMS) policy was discussed. Incidental Medical Services (IMS) policy was discussed. LPA discussed the Year-Round/Daily Reminder of Water Safety Requirements and Measures with licensee. LPA provided licensee the PIN 23-17-CCLD, the Year-Round and Daily Reminder of Water Safety Requirements and Measures. LPA stressed the importance of checking the premises for bodies of water daily prior to children's arrival for children's safety.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Shanisha January confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS.
