On 03/06/24, Licensing Program Analysts (LPAs) Elvira Sierra and Janie Davis met with the Licensee, Navjot Kaur for the purpose of an annual inspection and an increase of capacity. Fire safety inspection clearance was granted on 02/27/24 for a total capacity of 14 children. Facility hours of operation are from M-F from 07:00 a.m.to 05:00 p.m.. Licensee stated there are no new residents living in the home since licensure. Form (LIC 126), Entrance Checklist for Family Child Care Homes, was provided to Licensee. LPAs observed five children being supervised by Licensee and her husband.

At 10:20 a.m. with the help of the Licensee, a health and safety inspection of all areas accessible to children was conducted and the following was observed. Home appears orderly and suitable for children. Off-limits areas include; Entire upstairs, kitchen pantry, two closets by the entrance, storage unit in the backyard and the garage. The licensee acknowledged that children may never enter these off-limit areas. Hazardous items were stored inaccessible to children in care. Napping equipment and age-appropriate toys/play equipment were observed. The licensee stated there are weapons in the home. LPA observed the weapon and ammunition are kept separately in a locked safe in an off-limit area of the home. No bodies of water were observed. A working telephone, 2A10BC fire extinguisher and functioning smoke and carbon monoxide detectors were observed at the home. The licensee was advised that prior to making alterations or additions to the home or grounds, the licensee should notify the Department of the proposed changes. Outdoor area is fenced for supervision and was observed free of any hazards. Facility provides meals for clients. Last fire drill was conducted last on 01/16/24 and is properly documented.



Five children’s files were reviewed. Preventative health and current pediatric CPR and first aid was verified for Licensee. CPR expires on 05/2024. Licenses’ Mandated reporter training expires on 05/2024. LPA reviewed large family childcare home capacity limitations with licensee. The licensee understands that absences shall not exceed 20 percent of the hours that the facility is providing care per day. Licensee must notify the department anytime facility is closing for vacation or any other leave that requires to be absence more than 20 percent per day.

All individuals subject to criminal background review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licenses acknowledge that a Plan for Providing IMS must be submitted to the Department if provided. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with licensee, and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep, as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was made aware of the (LIC9227) Individual Infant Sleeping Plan, for infants under 12 months and sleep logs for all infants in care under 24 months need to be maintained in children’s files. LPA discussed and provided an example of a sleep log.

The licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

Capacity increase is approved as of today, March 06, 2024. The facility is licensed to serve a MAX. CAP(WHEN THERE IS AN ASSISTANT PRESENT): 12 - NO MORE THAN 4 INFANTS. CAP 14 - NO MORE THAN 3 INFANTS. 1 CHILD IN KINDERGARTEN OR ELEMENTARY SCHOOL AND 1 CHILD AT LEAST AGE 6.

During the exit interview, the LICENSEE, Navjot Kaur, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee, Navjot Kaur.
