On August 11th, 2023, at 1:30 PM, Licensing Program Analyst (LPA) David Nguyen met with Licensee, Alice McLane for the purpose of a case management inspection. The purpose of today's visit is to change the capacity from a small license to large. Licensee was granted a fire clearance by Stockton Fire Department on August 9th, 2023. Licensee's operating hours are Monday through Friday for 23 hours/day. Meals—breakfast, AM snack, lunch, PM snack, dinner, and bedtime/nighttime snack—were provided to day care children. Filtered water from dispenser on the refrigerator was provided for drinking water. LPA verified that annual licensee fees were current.

All individuals subject to criminal background review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

LPA toured all areas accessible to children. Toxic and hazardous items are inaccessible to children. The Off-limits areas of the FCCH include the 1st floor bedroom, garage, the entirety of the 2nd floor, the front yard, backyard, and side yards. Licensee stated that she will utilize the park within her housing development for outside play until the backyard is completed. Licensee understands that 100% SUPERVISION is required at the park. LPA did not observe any pool, spa nor water feature. Licensee stated that her FCCH houses 2 indoor cats and a fish tank.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA discussed the requirement to check and log infant napping every 15 minutes, for infants under 24 months. LPA provided Licensee a copy of LIC 9227—Individual Infant Sleeping Plan. LPA discussed the requirement to complete the Individual Infant Sleeping Plan for infants under twelve (12) months of age.

Exit interview conducted and report was reviewed with the licensee. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.

Appeal Rights and Notice of Site Visit were provided. Notice of Site Visit must remain posted for 30 days.

Effective today 8/11/2023, facility is approved for a Large Family Child Care License to serve 12 children (when there is an assistant present) with no more than 4 infants, or capacity of 14 children when 1 child is enrolled in Transitional Kindergarten or above and 1 child at least age 6 with a maximum of 3 infants. Without assistant, the ratios revert to those for small family childcare home.

In the areas that were evaluated, no deficiencies were cited during today’s inspection.
