25 | On November 18th, 2024, at 1:00 PM, Licensing Program Analyst (LPA) David Nguyen met with licensee Alice McLane for the purpose of an unannounced annual inspection. The purpose of the unannounced annual inspection was explained. LPA was granted entry into the facility by the licensee. There were four (4) children present at the start of the inspection. Licensee's aide was also present at the start of the inspection. Licensee's operating hours are Monday through Sunday for 23 hours/day. Meals—breakfast, AM snack, lunch, PM snack, dinner, and bedtime/nighttime snack—were provided to day care children. Filtered water from dispenser on the refrigerator was provided for drinking water. LPA discussed with licensee her annual license fees, and verified her annual license fees were current.
All individuals subject to criminal background review have obtained a criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
A health and safety inspection was conducted in all areas accessible to children. The detached two-story and single-family home consist of five (5) bedrooms, three (3) bathrooms, a loft, and an attached 2-car garage. The off-limits areas in the home include the entire upstairs, the bedroom downstairs, the attached 2-car garage, the backyard, and side yards. The off-limits areas remain inaccessible to daycare children with baby gates, doorknob covers, and SUPERVISION. The on-limits areas in the home include the living room, the kitchen, and the dining area, and bathroom in the hallway downstairs. LPA observed smoke and carbon monoxide detectors, and verified they were both functional. LPA toured the kitchen area and verified knives and cleaners were inaccessible to children in care. Licensee stated there are no weapons in the home. There are no bodies of water on the premises. Licensee stated that none of her direct neighbors has an in-the-ground pool and above-the-ground pool. LPA observed a restroom and verified that hazardous and toxic items were accessible to children in care. Licensee stated that she will utilize the park within her housing development for outside play until the backyard is completed. Licensee understands that 100% supervision is always required at the park for daycare children. LPA observed the required postings and a working phone. 3A40BC fire extinguisher meets regulations. Licensee stated that her FCCH houses two (2) indoor cats and a fish tank.
