25 | On 4/27/23, Licensing Program Analyst Carla Polanco (LPA) met with Applicant, Emizabeth Useche de Medina (A1) for the purpose of a pre-licensing inspection. LPA disclosed the purpose of the inspection and was granted entrance into the Family Childcare Home (FCCH). LPA provided the Entrance Checklist to A1. All individuals subject to criminal background review have obtained a criminal record clearance verified by LPA1 accessing Guardian. A1’s tentative hours of care are Monday through Friday, from 7:00 AM until 4:30 PM. A1 does not intend on providing overnight or weekend care at this time.
A health and safety inspection was conducted inside and outside of the FCCH. A1 accompanied LPA for the entirety of the tour. The FCCH is a two-story house with one downstairs bedroom, a living room, kitchen, dining room, family room, laundry room, garage, backyard, and in the upstairs 3 bedrooms, two bathrooms and a loft. LPA verified that toxic and hazardous items were inaccessible to children in care. LPA observed stairs that were barricaded and inaccessible to children. LPA observed a fireplace in the off-limits family room. The outdoor play area was toured which includes the backyard which is both cemented and grass. LPA verified that the entirety of the backyard is fenced-in and walked the perimeter to ensure the safety of the fence and gate.
LPA did not observe any pool, spa nor water feature.
A1 understands that 100% supervision is required for children in the front yard as it is not fenced. A1 has two pet dogs, A1 will keep her dogs in off-limit areas when children are in care . LPA observed chemicals stored in the garage. A1 stated that the garage door will remain locked during operational hours.
The OFF-limits areas of the FCCH are the sides of the back yard, garage, laundry room, family room, dining room and kitchen, entire upstairs, and the downstairs bedroom. A1 understands that OFF-limits areas must remain inaccessible to children in care.
