25 | On 02/21/2024, Licensing Program Analyst (LPA) Corina Beckby met with Licensee, Chiku Meher, for the purpose of an unannounced annual inspection. Licensee was present supervising 8 daycare children (ages 4 yrs old, 4 yrs old, 3 yrs old, 3 yrs old, 3 yrs old, 2 yrs old, 2 yrs old and 2 yrs old). LIC (126), Entrance Checklist for Family Child Care Homes, was provided and reviewed with Licensee. Facility hours of operation are Monday through Friday 6:00 am to 6: 00pm. Licensee has also applied to change from a Small Family Child Care Home to a Large Family Child Care Home. Fire clearance was granted by Tracy Fire Department – South County Fire Authority Community Risk Reduction on 02/20/24. LPA verified the annual fees are current.
Licensee stated there are no new residents in the home. All adults subject to criminal background review have obtained criminal record clearance. Licensee [or facility representative] was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
A health and safety inspection was conducted in all areas accessible to children. At the time of inspection, Licensee requested the backyard to be on limits. LPA checked for safety concerns and walked the perimeter of the fence. There are no sheds or bodies of water present. The backyard will be considered on-limits as of today. Licensee requested downstairs bedroom and full bathroom to be on-limits. LPA toured the room and the bathroom and approved them to be on-limits. Off-limits areas include: entire second floor, pantry, closet under staircase and garage. Off limit areas are being made inaccessible by closed doors, gates and supervision. Licensee acknowledged that children may never enter these off-limit areas.
