On June 4th, 2024, at 11:15 AM, Licensing Program Analyst (LPA) David Nguyen met with Licensee, Francisca Harrison, for the purpose of an unannounced annual inspection. The purpose of an unannounced annual inspection was explained. LPA was granted entry into the facility by licensee. There were two (2) children present at the time of inspection. Licensee's operating hours are Monday through Friday from 6:00 AM. to 6:00 PM. Meals—breakfast, AM snack, lunch, PM snack, and dinner—were provided to daycare children. Filtered water from dispenser on the refrigerator was provided for drinking water. LPA reviewed the annual fees with licensee and verified the annual fees are current.


All adults subject to criminal background review have obtained criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

A health and safety inspection was conducted in all areas accessible to children. The detached two-story and single family home consists of five (5) bedrooms, four (4) bathrooms, and an attached 3-car garage. The off-limits areas in the home include the entire upstairs, the office downstairs, the laundry room downstairs, the bedroom downstairs, the storage closet under stairwell, and the shed in the backyard. The off-limit areas are being made inaccessible by closed locked doors and baby gates, and SUPERVISION. The on-limits areas in the home include the living room, the family room, the kitchen, dining area, the bathroom downstairs, the front yard, and the backyard.

LPA observed the required postings and a working phone. 2A10BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors in the hallway downstairs, and verified they were both functional. LPA toured the kitchen area and verified knives and cleaners were inaccessible to children in care. Licensee stated there are no weapons in the home. There are no bodies of water on the premises. Licensee stated that one of her direct neighbors has an in-the-ground pool. LPA inspected fence condition and observed the fence condition was in good repair. Outdoor play space is fenced. LPA observed living room area with age-developmentally appropriate toys for children. LPA observed a restroom and verified that hazardous and toxic items were inaccessible to children in care. Licensee stated that she utilized the park in the front of her house for outside play. LPA discussed with licensee that 100% supervision is always required for outdoor play at the park. Licensee acknowledged that she understands that 100% supervision is always required for outdoor play at the park.

Children's files were reviewed. Emergency information and required immunization records were on file. LPA observed a current roster and documentation that a fire drill is conducted at least once every six months. Licensee's immunization records for measles (MMR), pertussis (Tdap), and the flu are available in the facility file. Current in-person EMSA pediatric CPR and First Aid certification was verified and expires on 6/9/2025 and Child Care Provider Mandated Reporter certification was verified and expires on 5/27/2025.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and- resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. In addition, LPA discussed the requirement to check and log infant napping every 15 minutes. LPA provided a copy of LIC 9227 Individual Infant Sleeping Plan, for infants under 12 months, for licensee during today's inspection.

LPA discussed the Year-Round/Daily Reminder of Water Safety Requirements and Measures with licensee. LPA provided licensee the PIN 23-17-CCLD, the Year-Round and Daily Reminder of Water Safety Requirements and Measures. LPA stressed the importance of checking the premises for bodies of water daily prior to children's arrival for children's safety.

This provider is not currently providing IMS services to children in care. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE, Francisca Harrison, confirmed that there are no Registered Sex Offenders living in the facility, and LPA completed the RSO profile in FAS.

Exit interview conducted and report was reviewed with the licensee, Francisca Harrison. A Notice of Site Visit was given and must remain posted for 30 days for parental review. Licensee was encouraged to visit the Department website at WWW.CCLD.CA.GOV for childcare updates, current forms, legislation, and regulation information. A copy of this report will remain on file for a period of three years for public review upon request. Licensee's signature on this form acknowledges receipt of this form. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

In the areas that were evaluated, LPA Nguyen informed licensee, Francisca Harrison that this report dated June 4th, 2024 documents two (2) Type B citations during today’s inspection.
