25 | On October 17th, 2024, at 2:15 PM, Licensing Program Analysts (LPAs) David Nguyen and Deborah Khashe met with licensee, Leslie Irene Rivera for the purpose of an unannounced annual inspection. The purpose of the unannounced annual inspection was explained. LPAs were granted entrance by licensee. There were seven (7) children present at the time of inspection. Licensee’s spouse arrived home about forty (40) minutes later with her six-year-old daughter. Licensee’s operating hours are Monday through Friday from 7:30 AM. to 5:00 PM. Meals—breakfast, lunch, and PM snack—were provided to daycare children. Purified water from water service was provided to daycare children for drinking water. LPA Nguyen verified licensee’s annual license fees were current.
All adults subject to criminal background review have obtained criminal record clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
A health and safety inspection was conducted in all areas accessible to children. The detached one-story and single-family home consists of three (3) bedrooms, two (2) bathrooms, and an attached 2-car garage. The off-limits area in the home include all bedrooms, master bathroom, laundry room, and an attached 2-car garage. Off-limits areas will remain inaccessible to day care children by doorknob covers, baby gate, and SUPERVISION. On-limits areas in the home include the living room, the kitchen, dining area, the bathroom in the hallway, the front yard, and the backyard.
Upon arrival, LPAs observed a bag full of soiled diapers with flies surrounding the bag at the entry door. Outdoor play area was toured. LPAs observed multiple piles of dog fecal matter. LPAs also observed one (1) box spring and two (2) mattresses propped up on fences in the side yard as well as other discarded household items, such as chairs, bar stools, and scraping BBQ tool on gas BBQ grill. There are no bodies of water on the premises. Licensee stated that none of her direct neighbors has in-the-ground pool or above-the-ground pool.
